The WA Labor government, in partnership with the Federal Labor government, is planning to pour over $800 million in taxpayer money into a privately-owned corporate oil refinery near Karratha — owned by billionaire Vikas Rambal — his Perdaman company.

This won’t be a state-owned wealth generator like Norway’s model.

It will be another giveaway to private interests, following the UK’s failed privatization path that cost Britain £800 billion.

While taxpayers guarantee the loans, private shareholders will reap the profits.
And just like INPEX, we have no idea what tax Perdaman will pay — because they don’t appear in the ATO corporate tax transparency data.

This is the UK’s North Sea oil disaster, replaying in Western Australia.

The Perdaman Deal: Public Risk, Private Profit

The Numbers Don’t Lie

• Total project cost: $6 - 6.5 billion.

It is worth being precise about what this dispute was — and wasn't.

It doesn't tell us how Perdaman itself is taxed today. But it does establish that Rambal has form disputing ATO assessments at the multi-million-dollar level — which makes Perdaman's complete absence from the ATO's corporate tax transparency data, on a project now worth $77 billion in lifetime revenue, a question worth Western Australians asking directly, not assuming.

This history raises critical questions:

• Will Perdaman pay fair tax on $77 billion in lifetime revenue?

This chapter sets out, in concrete and enforceable terms, what a genuinely sovereign alternative would need to contain.

Every one of Napoleon’s amended commandments in Animal Farm started as a real, defensible principle. What corrupted them was never the wording — it was the absence of anyone with the power to hold the pigs to account, once they’d walked back inside the farmhouse.

Australia’s problem with resource governance is not that nobody has ever proposed strong terms. It is that every strong term proposed so far has arrived with a loophole attached, a sunset clause, or no enforcement mechanism at all.

Below are five principles — drawn from how the world’s more careful resource nations actually write their contracts — applied directly to the Perdaman refinery and the gas fields, — including Beetaloo — that would feed it.

Commandment One

In principle, Australia already has a version of this. Petroleum and minerals remain Crown property under state and territory law until they are severed from the ground — the same starting position Norway, Brazil and Angola all started from.

The difference is what happens next. In Australia, the moment resource crosses the wellhead flange, full commercial ownership transfers outright to the company, in exchange for nothing more than a royalty and a tax liability the PRRT has repeatedly failed to collect in practice.

In Norway, the state’s ownership does not end at the flange — the SDFI continues to hold a direct, undiluted financial interest in the produced hydrocarbons themselves, all the way through the sales chain.

Commandment Amended

The Crown owns the Resource until it is extracted.

The Crown owns a stake in the resource for the life of the project,
not just up to that moment, before it leaves the ground.

Applied to Perdaman: any new refining capacity approved from here forward should carry a mandatory state equity stake — not a subsidy, an actual ownership percentage — in both the refinery itself and the field supplying its crude, modelled on Petoro’s role in Norway rather than the Fuel Security Services Payments current downside-only guarantee.

Commandment Two — The Fiscal Revenue Waterfall

This is where Australia’s Royalties & Taxation regime is most visibly broken, and the numbers are not contested — they come from the Australia Institute, the Australian National Audit Office, and Treasury’s own PRRT Review.

Note: Figures vary slightly by source, depending on measurement year.

The Petroleum Resource Rent Tax [PRRT] was introduced in 1988 as a 40% tax on the “super profit” or economic rent from petroleum extraction.
It does not work as intended, for a specific, well-documented structural reason: companies are permitted to carry forward capital and exploration costs as deductions indefinitely, compounding each year through an “uplift rate” — functionally identical to compound interest working in the company’s favour rather than the State..

As economist Richard Denniss has observed;

“the Commonwealth collects more revenue from HECS fees than it gets from the Petroleum Resource Rent Tax.”

Following the collapse in PRRT revenue after 2002–03 — despite over $200 billion in new integrated gas investment, including the Gorgon project alone — the government’s own 2023 Treasury Review estimated that capping deductible expenditure could raise an additional $7 billion in receipts to 2033–34.

A genuine revenue waterfall, of the kind Norway, Angola and most serious resource-rent regimes use;

«pays gross value royalties before any cost recovery calculation begins — not after an unlimited, compounding stack of carried-forward deductions has already reduced the taxable base to near zero.»

Commandment Amended

Companies pay tax on their Profits.

The state is paid first, off the top, before any company
gets to argue about its profit numbers.

Commandment Three — Cost Recovery Caps & Auditing

This is the direct enforcement mechanism behind Commandment Two, and Osprey has already documented what happens without one.

In The Beetaloo Trap, this publication reported the INPEX average tax rate of just 0.70% over a decade, using Michael West Media’s own tax transparency data.
That outcome is not an accident or an aggressive one-off — it is what an uncapped, unaudited deduction regime is exactly designed to produce.

Treasury’s 2023 PRRT Review recommended exactly the fix this Commandment calls for: capping deductible expenditure at 90% of assessable receipts per project, with any denied deductions carried forward at a fixed government bond rate rather than an open-ended uplift — alongside a “Sole Expert Audit” style mechanism to stop the kind of related-party transfer pricing this publication has previously documented in Chevron’s Australian operations, where a Delaware financing subsidiary lent to the local entity at 9% while borrowing at 1.2%, artificially inflating deductible Australian expenses.

The result, according to IEEFA analysis, is that WA LNG exporters were delivering only around 8% domestically by 2023, roughly half of the policy’s headline promise.

Commandment Amended

A dedicated percentage of gas is reserved for Domestic use.

A percentage of gas is delivered domestically on
a fixed annual schedule, with no financial incentive to delay.

Commandment Five — Hybrid Stabilisation Frameworks

Resource contracts in many jurisdictions include “stabilisation clauses” — legal guarantees that the fiscal and regulatory terms a company signed up to won’t be unilaterally changed part-way through a multi-decade project.

These exist for a legitimate reason: nobody invests billions in infrastructure they expect the rules to change on halfway through. The risk is what corporate legal teams routinely try to freeze alongside the fiscal terms — changes in labour standards, environmental protections, and human rights law, locked in at whatever - often weaker - standard existed on the day the contract was signed, immune from any future strengthening of Australian law.

A hybrid model — increasingly the standard recommended by international resource-governance bodies — explicitly carves out labour, environmental and human rights protections from any stabilisation guarantee, while still protecting the fiscal terms investors need certainty on.
Fiscal stability without legal stability of everything else is not sovereignty.
It is a permanent exemption from the country’s own evolving standards, sold as an investment incentive.

Commandment Amended

The contracts terms can never be changed.

The fiscal terms cannot be changed. Australian law can always be strengthened.

Applying All Five Commandments — Together

None of these five Commandments is radical in isolation — every one of them already exists somewhere in the world, in a functioning resource economy, protecting a government’s return on a national asset.
What makes Norway, and even lower-capacity Angola, different from Australia is not that they invented a clever idea Australia lacks access to.
It is that they wrote the protections into the contract before signing it, with enforcement attached, rather than discovering the gap afterward in a tax transparency dataset.

The Perdaman refinery is still at the pre-feasibility stage. That is precisely the window in which these terms are cheapest to negotiate and hardest to walk back from later. Once construction begins, once a Final Investment Decision is signed, the leverage moves permanently to the other side of the table — exactly as it already has at Beetaloo, at Gorgon, and at every other Australian gas project currently returning the country a 0.70% effective tax rate on a public & sovereign resource.

“The windmill will get built either way.

The only open question left, is who owns it when it’s finished.”

For 18 years I was part of the rebuilding effort to get Darwin back into operation.

I have connected that physical devastation to the invisible, fiscal cyclone currently flattening the Northern Territory’s economy — a Category 4 Storm driven by foreign gas corporations paying a mere 0.70% tax rate while extracting billions in resources.

But identifying the trap is only the first step.
To escape it, the Northern Territory needs a strong & powerful legal weapon.

Fortunately, this weapon already exists.
It was forged in the fires of recent global geopolitical shocks, and it is now ready to be deployed — to ensure the Fiscal Survival of the NT.

The Global Precedent: The Geopolitical Shock

In early 2026, the escalating conflict between the US, Israel, and Iran resulted in the closure of the Strait of Hormuz—the world’s most critical oil and gas shipping chokepoint.
The immediate result was a catastrophic disruption to global energy supply chains.

But as Australian Economics Professor Steve Keen highlighted in September 2026, the closure of the Strait has severe downstream production effects that go far beyond oil and gas.

It threatens the supply of indispensable industrial products, such as Sulphuric Acid, which is vital for agriculture, manufacturing, and mining.

The critical production of Sulphuric Acid is just one of the many products severely affected from the continuing closure of the Strait of Hormuz.

Faced with this unprecedented macroeconomic shock, nations worldwide invoked “Force Majeure” — a legal clause that frees both parties from liability or obligation when an extraordinary event or circumstances beyond their control prevents them from fulfilling a contract.

Critically, it wasn’t just the nations directly in the path of the conflict that took this step.

China, Singapore, South Korea, and India — thousands of kilometres away from the Middle East — successfully declared Force Majeure [FM] due to indirect economic disruption.

By declaring Force Majeure, they quarantined themselves from breach of contract obligations, protecting their own economies from global supply chain collapse.

Professor Ilias Bantekas of Hamad bin Khalifa University explained the legal weight of this precedent:

“What we could never have foreseen is that the Strait of Hormuz could be closed to shipping altogether... on its own, this could be sufficient to constitute a Force Majeure event.”

The NT’s Legal Pathway: Connecting the Dots

If sovereign nations thousands of miles away can successfully invoke Force Majeure to protect their economies from indirect global shocks, the Northern Territory can absolutely invoke the same legal doctrines to protect its citizens from fiscal collapse.

The 2026 global geopolitical shock, combined with the NT’s ballooning debt crisis and INPEX’s minimal tax contribution, constitutes a “fundamental change of circumstances.”

The original 2012 fiscal assumptions underpinning the Ichthys LNG Project have been destroyed by unforeseeable global events.

The NT Government has two primary legal pathways forward

1. The Doctrine of Frustration – Australian Common Law.

Under Australian law (Codelfa Construction Pty Ltd v State Rail Authority of NSW), a contract is “frustrated” when a supervening event, without default of either party, makes performance “a thing radically different from that which was undertaken by the contract.”
The NT can argue that the current global macroeconomic environment makes the continuation of the 2008 tax-exempt status radically different from what was originally agreed upon.

2. Sovereign Necessity – International Law

The road to prosperity requires the NT Government to stop hiding behind the 2008 Project Development Agreement and take immediate, decisive action.

1. Invoke Sovereign Hardship

The NT Government must formally notify INPEX and its joint venture partners that the 2026 fiscal and geopolitical crisis constitutes a fundamental change of circumstances. They must demand immediate renegotiation of fiscal terms under the Doctrine of Frustration — and — Sovereign Necessity.

2. Demand a Royal Commission

The NT must establish a Royal Commission into gas taxation. This commission must examine:

• The total resources extracted from the Beetaloo Basin and Ichthys LNG.

• The total tax and royalty contributions from foreign corporations.

• The compensation risks under Clause 14 (Fiscal Stability Provisions) and necessary amendments.

• Legal pathways to restructure unfavorable contracts.

3. Legislate Transparency

The NT Parliament must pass a Royalty & Resource Rent Transparency Act, requiring the public disclosure of all fiscal agreements, royalty provisions, and the establishment of a Public Register of Force Majeure Declarations.

The Bottom Line

In 1974 - 75 and onwards, Territorians and Australians from across the country came North and helped rebuild Darwin from a vast vista of catastrophic devastation.

We proved the Territory could overcome physical destruction through national assistance, community spirit, and political will.
Today, we face fiscal devastation — but the enemy isn’t cyclonic winds and torrential rain.
It is complex legal clauses buried within 500-page contracts, protecting “loss of profit” while hospitals and schools age and crumble.

However, the legal landscape has shifted.
China, Singapore, and South Korea have successfully declared Force Majeure due to the indirect effects of Middle East conflicts.

This has created an undeniable legal precedent.

It follows that the Northern Territory has a high probability of success in using this same process to protect its citizens from fiscal collapse.
We rebuilt once. We can rebuild again.
This time, our weapons aren’t engineers, tradies, bulldozers, and cranes.
They’re economists, data analysts, legal arguments, and political will.

The Territory & Territorians deserve better - much better than this.

Australia is at exactly that moment now — the government has just announced its first new oil refinery in sixty years, funded by public money, justified by “fuel security” and “sovereign capability.”

On paper, that is the right instinct. In practice, we are about to build the windmill and hand the keys to someone else, exactly as we did with Commonwealth Oil Refineries, exactly as we do today with the gas beneath the NT’s Beetaloo Basin.

Norway shows there is a different way to build it. So, less obviously, do Brazil and Angola — two countries with far less bargaining power than Australia, who still refused to make the mistake we are about to repeat.

A Refinery, Finally — But Whose?

In late July 2026, Prime Minister Anthony Albanese and WA Premier Roger Cook traveled to Karratha WA, to announce a jointly funded $4 million pre-feasibility study for what would be Australia’s first large-scale new oil refinery since the 1960s.
The proposed builder is Perdaman, a Perth-headquartered fertiliser and industrial chemicals company with, by its own critics’ account, little prior experience in refining.

The announcement sits inside a much larger $15 billion federal fuel security package;

• $7.5 billion for a Fuel and Fertiliser Security Facility,

• $3.2 billion to establish a government-owned Australian Fuel Security Reserve of roughly one billion litres, and a temporary uplift to the Minimum Stockholding Obligation.

The scale of the collapse this is meant to correct is stark. Australia had eight operating oil refineries in 2000. Today there are two — the Ampol Lytton refinery in Queensland and Viva Energy’s Geelong refinery in Victoria — after BP converted its 146,000-barrel-per-day Kwinana plant into a fuel import terminal in 2021.

Even if the Perdaman refinery is built, Australia will still have fewer refineries than half of what it had at the turn of the 21st century, and every one of them privately owned.

Kevin Morrison, an analyst with the Institute for Energy Economics and Financial Analysis, put his finger directly on the structural problem within days of the announcement:

“Australia will still be importing crude oil to process at any new refinery — it is hard to see how it improves Australia’s fuel security position.”

He is right, and the reason he is correct is the same reason Norway does not have this argument at all — because refining capacity without upstream ownership just moves the vulnerability one step down the supply chain.
A refinery you do not own the crude for, built by a company the state has no equity stake in, is not sovereign capability.

It is a second toll booth for someone else’s product and the Aussie citizens will pay for it. Yet, another “Animal Farm” commandment confronts Australians

The Norwegian Answer: Total Ownership, Not Just the Infrastructure

Osprey has covered the headline numbers before — Norway’s $209 billion in annual government oil and gas revenue against Australia’s $16 billion, Norway’s industry expense ratio of 21% of revenue against Australia’s 90%.
What that comparison under-states is why the gap exists. Norway’s state oil company, now Equinor, is 67% owned by the Norwegian state through the Ministry of Trade, Industry and Fisheries, with a separate State’s Direct Financial Interest [SDFI] giving the government its own direct stake in fields, pipelines and facilities on top of that, managed by the state company Petoro.

Net cash flow from the SDFI alone is projected at roughly NOK 262.8 billion in 2026.

Australia adopted the UK Privatized model—Vs—Norway — the State-owned Model!

Equinor’s nine onshore plants in Norway, Germany and the UK generated NOK 11.4 billion in goods and services deliveries in a single year, sustaining over 9,055 person-years of employment — ninety percent of those deliveries sourced from Norwegian companies.

This is what vertical integration, under state ownership actually buys, a vibrant country — not just royalties from a hole in the ground, but a vibrant domestic industrial base, built on the top of it all.

What Brazil and Angola Already Know

Here is the part of the Norwegian story most commentary leaves out: Norway is not an isolated case of enlightened self-interest.
Equinor itself operates internationally — including in Brazil and Angola — and in both countries, it has never once taken outright majority ownership of the resource.

In Brazil, Equinor operates as a strategic partner to Petrobras — Brazil’s own state-controlled oil major — in the Roncador field, and to PRIO in the Peregrino field. Equinor’s largest single asset outside Norway, the Bacalhau field, sits inside a $25 billion, 2030-horizon investment program projected to create over 100,000 direct and indirect jobs — but Brazil’s own state company remains the anchor of the country’s upstream sector, not a passive royalty collector watching a foreign major run the show.

In Angola — a country with a fraction of Australia’s institutional capacity, GDP per capita, or global bargaining leverage — the pattern is even clearer, and Equinor’s own website states it in numbers.
Across every Angolan block Equinor holds a stake in, its equity interest never exceeds fifty percent;

• 12% in Block 15,

• 22.8% in Block 29,

• 22.16% in the prolific “Golden Block” 17,

  

• 13.33% in the PSVM development,

• 30% in Block 1/14,

• 40% in Blocks 46 and 47, and,

• an exact 50/50 split at its highest, in Block 31/21.

Angola’s own state oil company, Sonangol, sits across all of it, alongside an independent regulator, the National Agency of Petroleum and Gas [ANPG] — a structure Equinor’s own public materials describe as deliberately modelled on lessons from the Norwegian Continental Shelf.

Pause for reflection — Angola — not a wealthy nation, not a nation with Australia’s diplomatic weight, not a nation anyone holds up as a governance benchmark — still insisted on a state oil company with equity in every block, and a regulator independent of that company, before it let Equinor anywhere near its continental shelf.

Australia’s gas fields have neither. There is no Australian state oil and gas company holding equity in the North West Shelf, in Ichthys, in Barossa, or in the Beetaloo Basin gas INPEX is drilling right now, at the 0.70% average tax rate Osprey documented in The Beetaloo Trap.

Australia’s only claim on any of it is a royalty and a tax rate a foreign company’s own transfer pricing arrangements can quietly whittle down to almost nothing.

The Trap We Are Falling Into — Again!

None of this means the Perdaman refinery shouldn’t be built. Fuel security is real, and the case for domestic refining capacity is real. What Norway, Brazil and Angola demonstrate — three governments with wildly different wealth, institutions and leverage — is that the refinery is not the thing that secures a nation.

The ownership structure underneath it is. Build the Perdaman refinery as a wholly private asset, subsidised only on the downside through the Fuel Security Services Payment and never sharing the upside, and Australia will have spent public money building infrastructure it still does not own, to process crude it still does not control, on behalf of a company incorporated somewhere the Australian Taxation Office cannot easily follow the money.

That is not fuel security.
That is the windmill, rebuilt again, for someone else’s harvest.

• The Illusion of Shared Prosperity: The animals endure starvation and grueling labor to build the Windmill, which was promised to bring them electricity, warmth, and a three-day working week. Once completed, the windmill is used for milling corn to generate profit for the pigs, while the average animal’s quality of life remains miserable.

By the end of the novella, the pigs are walking on two legs, carrying whips, and wearing human clothes. The final, chilling image shows the pigs playing cards and drinking with human farmers. When the remaining animals look from pig to man, and from man to pig, they realize they can no longer tell the difference. The revolution did not destroy the oppressor; it merely replaced them.

The windmill is not a lie exactly. It is a postponement dressed as an “almost-there-project.”
Seven months into the closure of the Strait of Hormuz, the world is being sold a version of the same promise: that the day the Strait reopens, the oil comes back, the prices fall, and the crisis is over. According to a detailed engineering-and-financial model now circulating among analysts, that promise is not simply optimistic.

It is wrong by years, and by more than a trillion dollars.

The Strait Reopens. The Gulf Does Not.

The report driving this reassessment comes from an analyst identified only as Karl Miller, whose work is normally kept behind a paywall. It was summarised and published on 4 September 2026 by Larry C. Johnson’s Sonar21 — a distinction worth holding onto, since the analysis belongs to Miller, and Johnson’s own framing of the conflict — he is a committed critic of US Middle East policy — is a separate matter from the numbers themselves.

The model’s central claim is that the market has been counting the wrong number. Most forecasts use a headline 8.3 million-barrels-per-day loss figure, which captures a temporary rebound in Gulf production, rather than the true scale of what has actually been lost.

A one-day flow test proves a well can produce.

What is not in dispute is that a metal essential to every AI data centre currently under construction is being squeezed by the same sulfuric acid shortage that a stalled Persian Gulf refining sector helped create.

Four Windmills, One Farm

September 1973: A Young Man’s Promise

I was twenty years old when I stepped off the plane in Darwin. The heat hit me like a physical force — thick, humid, and utterly foreign to everything I’d known.
The start of the Build-up, before the Monsoon Season.
But I was full of optimism. I’d come to the Northern Territory to serve, to build, to be part of something bigger than myself.

I was promoted from Brisbane and was transferred to the Commonwealth Department of Health — this took me to Darwin Hospital — as a member of the Personnel Department.
Back then, the NT was a frontier town in the best sense of the word.
We were rough around the edges, but there was a spirit here — a sense that we were building a community from the ground up, that every person mattered, that the Territory was worth fighting for. This all suited me fine.

Darwin was Australia’s beautiful, Northernmost Capital City — a gateway to Asia — nobody, had any idea of what was coming.

December 24 - 25, 1974: The Day the Sky Fell

It was Christmas Eve in the darkness, when Tracy came to Darwin.
Cyclone Tracy didn’t just destroy Darwin. It erased it.

I was at Darwin Hospital when the winds began — hospital staff were celebrating Christmas Eve. We shut the party down & everyone went home — this was serious.
Tracy struck the city in the dark, early Christmas Day.
I’d never heard anything like it —the sound of a Category 4 cyclone tearing through a city is something that stays with you forever.
My ears were aching from the sudden pressure differences.
Concrete cracked. Steel bent.
Buildings that I had passed on the way to work the day before were reduced to rubble.
Homes in the Northern Suburbs & elsewhere — simply blown away!

Over 65 people were killed — Ninety percent of the city’s buildings were destroyed or damaged beyond repair. Over 35,000 people were evacuated in the days that followed.

But here’s what I remember most clearly: the spirit of the people who stayed.

Many staff that I worked with had families — they had no homes, no power, water or sanitation — no option — they had to leave — the city was so devastated.
Those whose had families living in the Southern States, as my family did, stayed on.
We couldn’t walk away — there was too much to do.
The hospital still needed to function — locum healthworkers from the South came up to help & they needed us.

Everyone who remained just rolled up their sleeves and we rebuilt.
We also remember all those who came to help.

1975-1978: The Rebuild

The new Darwin rose from the rubble, grew stronger, smarter, more resilient.
We learned from Tracy.
Building codes were rewritten. Infrastructure was hardened. The community bonded in ways that only a shared trauma can forge.

The new Grollo designed homes — cyclone proofing — on steroids!

I stayed for almost twenty years.
Like others, I poured my youth, my energy, and my heart into rebuilding this place.
We all watched it transform from a flattened ruin into a modern city.

Years later, I moved to the South-east Queensland.
I thought I’d left the NT behind me.

I was wrong.

You never really leave the Northern Territory. It gets in your blood - and - stays there.

2026: A New Cyclone — Different but Deadly

Today, watching from my home in Queensland, I see the NT facing a different kind of cyclone. One you can’t see with your eyes, but you can feel in your bones.

The physical destruction of Tracy was visible. The fiscal destruction we face today is invisible—but it’s just as deadly.

As the Compute Power of new GPU chips increases, so does the heat they generate & the cooling necessary to ensure stable rack operating temperatures.

Global data centre water consumption is currently estimated at 560 billion litres per year — roughly equivalent to flushing every toilet in Germany for a year.
By 2030, that figure is projected to roughly double, to over 1 trillion litres annually.

These numbers appear in policy documents, trade press, and sustainability reports with some regularity, and they are broadly defensible. They are also incomplete if one wants to analyze or estimate a particular facility or make data-driven decisions.

People split water use in data centres into three categories;

• Direct water: the water a facility consumes through evaporation or humidification systems. It is the most accessible metric and is usually the one disclosed.

• Indirect water: kilowatt-hours drawn from a power plant that carries associated water costs in steam and cooling, none of which appear in any operator’s disclosure.

• Per-query water: meaning “a GPT response uses X litres,” a largely journalistic invention, not without significant caveats and broad assumptions.

COL Macgregor sees the United States facing pressure on two fronts.
First, he argues that rising debt, higher bond yields, and financial intervention are weakening America’s economic base.

The Doctrine That Must Cross the Pacific

General Sir John Monash — the engineer-soldier who refused to sacrifice men for ground in 1918 — left the doctrine that answers Spokane, the Gironde and the Black Summer alike:

Courage is not a substitute for equipment.
Not for soldiers. Not for firefighters. And not for homeowners.

The Spokane families did nothing wrong except inherit a building culture that plants forests against front doors. The solutions exist. They are proven. They are cheap.

They are simply not sufficiently deployed.

That is not a natural disaster. That is a an oversight disaster that must be addressed.

Alors que la France et l’Espagne enregistrent des incendies d’une ampleur sans précédent, trois solutions australiennes éprouvées — un système d’arrosage, une doctrine opérationnelle et un véhicule blindé de lutte contre les incendies — restent encore à l’écart, dans des hangars ou dans les manuels, au lieu d’être intégrées aux procédures opérationnelles standard de lutte contre les feux de forêt.

À l’heure actuelle, des centaines de milliers de personnes fuient leur domicile dans le sud-ouest de la France et en Espagne, tandis que des incendies ravagent des territoires sur une échelle que les chercheurs décrivent comme hors norme.

En France, la superficie déjà ravagée par les flammes est 40 % supérieure à celle de l’année record précédente, et le bilan humain s’élève à au moins trois morts, dont deux pompiers.

C’est un rappel brutal : les saisons des incendies ne suivent plus les anciennes règles.

C’est précisément le moment de revenir sur un fait australien qui dérange : l’Australie a déjà conçu — et surtout mis à l’épreuve sur le terrain, en conditions réelles d’incendie — trois solutions qui répondent exactement à ce problème.

Aucune n’est nouvelle.

Aucune n’est théorique.

Toutes trois existent déjà : l’une dort dans des hangars, une autre figure dans une doctrine opérationnelle, et la troisième se trouve même dans le jardin d’un homme particulièrement chanceux.

Cas n° 2 · Adapter une doctrine militaire, 1918 → à la lutte contre les feux de forêt, 2007 !

Le général qui refusait de sacrifier la vie de ses soldats — et la doctrine de lutte contre les incendies qu’il a, sans le vouloir, contribué à inspirer.

Sir John Monash, commandant du Corps d’armée australien sur le front occidental, avait un principe fondamental :

Protéger les personnes, pas les objectifs!

Selon les biographies qui lui sont consacrées, Monash était un homme à part -- un ingénieur et un citoyen-soldat plutôt qu’un officier de carrière -- dont la planification minutieuse et le refus de sacrifier des vies pour gagner du terrain auraient contribué à précipiter la capitulation de l’Allemagne.
Cette doctrine s’applique parfaitement à la gestion des feux de forêt :
protéger les équipes avant tout et mettre en place les moyens nécessaires pour y parvenir, plutôt que de considérer le courage comme un substitut à un équipement adapté.

Cas n° 3 · Bendigo, Victoria, Australie → Sur le front des incendies depuis 2005 !

L’Australie envoie ses soldats dans des zones de guerre à bord d’un véhicule de mobilité protégée (PMV) : le Bushmaster.

La même usine de Bendigo fabrique également une version de ce véhicule spécialement adaptée à la lutte contre les incendies.

Il protège les équipes forestières depuis deux décennies — mais son utilisation reste limitée à quelques unités, plutôt que d’être déployée à l’échelle nationale.

La question posée pour la première fois dans cette publication en 2007 reste toujours sans réponse:
Si l’Australie fait suffisamment confiance à ce châssis pour transporter ses soldats dans une zone de guerre, pourquoi sa version dédiée à la lutte contre les incendies reste-t-elle limitée à une flotte spécialisée en Australie-Méridionale, au lieu de devenir un équipement standard partout où les équipes sont envoyées dans les zones présentant les plus grands risques d’incendie?

Trois preuves. Une même conclusion.

Trois démonstrations concrètes, développées sur plus d’un siècle, aboutissent à la même conclusion:
Une conception axée sur la protection des personnes fonctionne.

Et pourtant, l’Australie continue de redécouvrir cette réalité à chaque nouvelle saison des incendies, au lieu d’en faire une politique permanente, soutenue par des investissements à long terme.

Ce n’est pas un manque de capacités.

C’est un problème de déploiement à grande échelle et de choix en matière d’approvisionnement.

Et ces choix sont entre nos mains — ce ne sont pas des phénomènes naturels auxquels nous serions condamnés à nous résigner.

Aucune de ces trois solutions de prévention et de lutte contre les feux de forêt n’a besoin d’être « testée »

Elles ont toutes fait leurs preuves.

Elles restent cependant sous-utilisées et déployées à une échelle insuffisante.

Thales S.A. is one of the world’s leading providers of advanced electronic systems for defence and commercial markets, tracing its lineage to Thomson-CSF, created in 1968 from the merger of Thomson’s electronics division with CSF.

Thales's path into armoured vehicle manufacturing runs through Australia. In November 1999, the privatised Australian Defence Industries [ADI] — the company that had just won the Bushmaster contract for its Bendigo facility. After more mergers and acquisitions Thales was contracted to build the Bushmaster PMV.

More than 1,300 Bushmasters have been manufactured at Thales’ Bendigo facility, and with a new A$750 million order for 268 “next generation” Bushmasters signed in April 2026, production will continue into the 2030s and reach roughly 1,700 vehicles.

FireKing - A Bushmaster That Hunts Bushfires

The FireKing is the civilian firefighting derivative of the Bushmaster, jointly developed with Timoney Technology and described by Thales as the world’s first purposely-designed, production scaled, armoured bushfire-fighting vehicle.

Instead of a mine blast, the enemy here is a fast-moving bushfire — and the same monocoque philosophy that deflects explosions is used to build a passive crew-survival module resistant to radiant heat and flame engulfment — know as a “burn-over event.”

In independent testing developed by CSIRO with Australian fire authorities, the FireKing was exposed to a total heat flux exceeding 120 kW/m² for more than 33 seconds, replicating a Fire Danger Index of 50 with 15 tonnes/ha fuel loading.

During the exposure, cabin temperature rose by less than 20 °C above ambient, and the vehicle remained drivable afterwards.

The Problem — Australia Supplies the Armoured Steel — France Builds the Armoured Mind

Thales - France, is the electronics and information-systems backbone of France’s SCORPION programme, which is renewing the French Army’s medium-weight fleet with the Griffon, Jaguar and Serval wheeled armoured vehicles.

France has a massive, state-funded wildfire suppression organisation [the Sécurité Civile Canadair fleet] and a doctrine of aggressive, mandatory early evacuations.
France has successfully prevented mass casualty events, even as the total area burned and the financial costs have skyrocketed.

The burden of these megafires falls heavily on the sapeurs-pompiers [firefighters] and through mass displacement rather than direct fatalities:

• Firefighter Casualties: By mid-July 2026, three firefighters had already died in the line of duty during the summer season.

• During the massive Saumos fire in Gironde in 2026 alone, 88 firefighters sustained injuries while battling the flames.

• Mass Evacuations: To protect civilians, the French state orders sweeping displacements when fires approach the Wildland-Urban Interface [WUI].

  The 2026 Gironde fires forced the emergency evacuation of 220,000 people in a matter of days.
  

There are No FireKings in France…..

However…… there are 2 artisanal Armoured Fire-fighting vehicles, based on the US M113 Armoured Personnel Carrier [APC] — bases in Corsica.

Multi-role use: Beyond wildfires, the “chars” are also tasked for floods and heavy snowstorms in the Corsican mountains.

National reserve role: In July 2026 both vehicles were shipped to the French mainland to reinforce the battle against the devastating fires in Aude and Pyrénées-Orientales, where crews reported they “were of great help.”

Why Does France Not Deploy Armoured Vehicles?

Right next door to France is EU & NATO partner Germany — which built single prototypes — they could not drive Sales or find any Market for them.

Now why would that be the case??
