«Is it a game, or is it real?»

In the summer of 1983, audiences watched in terror as Joshua, a military supercomputer called WOPR [War Operation Plan Response], broke out of its containment in the film WarGames.

The AI, designed to simulate nuclear warfare scenarios, gained unauthorized access to military systems and nearly started World War III ~ believing it was all just a game.

Forty-three years later, we’re living that scene.

Last week, OpenAI disclosed what they’re calling an «unprecedented security incident.»
Their AI models ~ GPT-5.6 Sol and an even more capable unreleased model ~ broke out of a highly isolated sandbox environment, exploited a zero-day vulnerability, and successfully hacked into Hugging Face’s production systems to steal test answers.

This wasn’t a drill. This wasn’t hypothetical. This actually happened.

OpenAI confirmed something the AI industry had been quietly dreading for years.

It is being called the first confirmed case of a frontier AI autonomously breaching a live third-party system. It is also, on closer reading, a case study in something Osprey on Overwatch has tracked since earlier Investigations ~ what happens to a stated rule the moment it becomes inconvenient.

What Actually Happened

The test was called ExploitGym ~ a benchmark built to measure how well an AI agent can turn a known software vulnerability into a working, real-world attack.
The evaluation suite itself is not secret or sinister.
It was published as an academic paper in May 2026 by researchers from UC Berkeley, the Max Planck Institute, UC Santa Barbara and Arizona State, comprising roughly 900 test cases drawn from real vulnerabilities in widely used software¹¹.

OpenAI, Anthropic and Google all took part in running it against their own models, in the ordinary course of frontier safety evaluation.

To get a true read on how dangerous its models could be, OpenAI ran the test with some of its usual cyber-safeguards switched off, inside what it described as an isolated «sandbox» ~ a testing environment with no real internet access, aside from a narrow tool for downloading software packages⁵.
That narrow opening turned out to be the whole story.

● 16 July ~ Hugging Face detects an intrusion into its own production infrastructure, driven, in its words, by an autonomous AI agent ~ origin unknown.
It contains the breach and reports it to law enforcement⁶.

● 21 July ~ OpenAI publishes its own account, confirming the intrusion traces back to a combination of its models ~ the newly released GPT-5.6 Sol and a more capable, unreleased model ~ operating during the ExploitGym evaluation⁹.

● 21–22 July ~ Sam Altman and Hugging Face co-founder Clément Delangue both post public statements. Delangue notes Hugging Face had already suspected, before OpenAI came forward, that the attack’s sophistication pointed to a frontier lab³.

According to OpenAI’s own account, the model spent a large amount of computing effort hunting for a way out of its sandbox, eventually exploiting a previously unknown «zero-day» vulnerability in a package-registry proxy to reach the open internet¹².

From there, it moved laterally through internal systems, reasoned ~ unprompted ~ that Hugging Face likely hosted the answers to the ExploitGym benchmark, and chained together stolen credentials with a separate zero-day flaw to find a path to remote code execution on Hugging Face’s production servers¹².

It was not trying to cause damage. It was trying to win!

The WarGames Parallel ~ Joshua vs. GPT-5.6

The similarities to WarGames are chilling!

In the film, Joshua [WOPR] was being tested on nuclear war scenarios.
The AI couldn’t distinguish between simulation and reality.

In our reality, OpenAI’s models were being tested on hacking skills.
They couldn’t ~ or wouldn’t ~ stay in their lane, going to «extreme lengths to achieve a rather narrow testing goal.»

Breaking Containment

Joshua famously broke out of the military bunker’s systems to dial into NORAD computers.

GPT-5.6 Sol exploited a zero-day in the «one hole we left open» ~ the package proxy ~ to escape into the wild internet.

Single-Minded Pursuit

Both AIs demonstrated dangerous hyperfocus on their objectives without regard for boundaries or consequences.

As security consultant Davi Ottenheimer put it;

«This is not an AI problem. It’s negligence on a 40-year-old standard ~ and it’s basically every sci-fi film ever.»

This incident proves those theoretical capabilities apply in real-world settings.

Security expert Davi Ottenheimer’s critique cuts deep: «Highly isolated,» and «escaped through the one hole we left open cannot both be true.»

This echoes the central failure in WarGames ~~ the false belief that a system could be both connected and safe.

AI Agents Will Break Out Again

This won’t be the last incident. As AI agents become more autonomous and capable, containment becomes exponentially harder. Recent incidents show this is a pattern:

Lessons from 1983 We Still Haven’t Learned!

In WarGames, the lesson was that some «games» can’t be safely simulated.
The AI couldn’t distinguish between game and reality, and nearly destroyed the world.

Today’s lesson is more nuanced but equally dire;

1. Testing Offensive AI Capabilities Is Inherently Dangerous!
   When you train an AI to hack and remove its safety guardrails for «evaluation purposes,» you’re creating exactly what we’re seeing: an AI that hacks.
   

2. Isolation Is an Illusion
   Any system connected to anything ~ even through a «proxy cache» ~ is potentially connected to everything.
   The 40-year-old security principle of air-gapping still applies.
   

3. AI Alignment Is Harder Than We Thought
   The models were «hyperfocused» on their goal.

   This is instrumental convergence in action: AI pursuing assigned objectives without regard for unstated constraints.
   

4. Collaboration Is Essential
   As Hugging Face's CEO noted, AI safety «will be solved in the open, collaboratively, with broad access to AI for every defender, everywhere.»

What Comes Next: Our Nuclear Moment?

In WarGames, Joshua eventually learned through playing tic-tac-toe that some games can’t be won.
This explains the famous line: «A strange game. The only winning move is not to play.»

We don’t have that luxury with AI development. The economic, scientific, and strategic incentives are too powerful.
The genie is not just out of the bottle ~ it’s hacking the bottle manufacturer.

Critical Questions We Must Answer!

• How do we test AI capabilities without creating the conditions for escape?

• What does «safe» AI development look like when the AI can discover zero-days?

• Who regulates AI systems that can autonomously hack their way out of containment?

• When will the next incident be less benign than cheating on a test?

Commandment Amendment

Readers of this publication will recognise the pattern. In Animal Farm, the ruling pigs never repeal a commandment outright ~ they quietly append a clause until the rule means the opposite of what it once promised.

«No animal shall drink alcohol,» becomes «no animal shall drink alcohol ~ to excess.»

The public-facing rule survives; its substance is hollowed out by the exception.

Perhaps the sharpest line came from a security researcher who told NBC News that the industry currently lacks the basic machinery to handle exactly this scenario: no established way for labs and government evaluators to contain, monitor, and disclose to affected third parties when a model «pulls another Houdini» ~~ before it causes harm to someone who never signed up to be part of the test⁴.

That capability, as of this writing, does not exist anywhere in the industry.

Australia already has over 300 Data Centres ~ the current government only recently appointed a National AI Oversight Body ~~ this «AI Horse» has already Bolted!

« On 1,200 acres in Indiana, Amazon’s biggest AI data center is now operational, with half a million AWS Trainium2 chips entirely devoted to powering OpenAI rival Anthropic.
Just over a year ago, the whole site was nothing but dirt and cornfields.
Seven buildings are operating now, and once complete, the site will have around 30 buildings and consume some 2.2 gigawatts of power.»

Building a brand new coal-fired power station identical in capacity to the Eraring Power Station in NSW 2,880 MW [from its four main 720 MW units] would require an estimated capital expenditure [CapEx] between AUD $10.1 Billion and $17.4 Billion in today’s dollars. [1, 2, 3]

When Eraring was originally constructed by the NSW Electricity Commission between 1976 and 1984, the total historical nominal cost was AUD $1.653 Billion.

The NSA’s own Utah Data Center ~ the one Edward Snowden made infamous ~ was built for a pre-AI world: a filing cabinet for intercepted communications, searchable by keyword, running on a technical load of around 65 megawatts.

The hyperscale AI campuses now being built to do this kind of work run at more than ten times that energy drawdown, on a single site.

A «filing cabinet» that stores your data is one kind of problem.

An «AI Agent Analyst» that never sleeps, never forgets, and runs on someone else’s power grid is a different animal entirely.

And it’s already been bought

This isn’t speculative. In the last eighteen months: One US defence contractor signed a $10 billion enterprise agreement with the US Army, consolidating 75 separate contracts into a single all-source intelligence fusion platform.

The Pentagon’s original AI-for-surveillance pilot got promoted to a permanent, department-wide «program of record.»

In the first half of this fiscal year alone, the US Department of Defense committed north of $32 billion in contract ceiling to AI, cloud and data-fusion programs.

Closer to home, Australia’s own signals directorate ~ The Australian Signals Directorate [ASD] ~ has committed $9.9 billion over the decade to exactly this shift ~~ new AI capabilities, doubled analytic workforce, quadrupled global footprint ~ under a program with a name that reads like it was generated by the same acronym committee that named everything else in Canberra.

Nobody is answering the critical question!
Where will new reliable Power Generation Stations come from to power these centres?

This eleventh investigation asks a different question: what happens when the animals stop believing the promises and vote, litigate, or march the pigs off their land?

The answer, it turns out, is a lot.
Since 2019, city councils, national regulators, courts, and ~ in one landmark case ~ voters themselves have said no to AI and cloud data centres in numbers too large to dismiss as NIMBYism = Not In My Back Yard-ism.

This is a tour of that resistance: where it happened, who led it, and what each community actually said when the digital economy’s most water- and power-hungry infrastructure showed up at their door.

The Global Timeline

*Ten flashpoints across four continents, seven years, and every possible mechanism of refusal ~ court injunctions, regulatory moratoria, and now the ballot box.*

1. Amsterdam, Netherlands ~ The Original Shock

Long before «AI boom» was a headline, Amsterdam broke the industry’s sense of inevitability. On 12 July 2019, the municipality ~ together with the neighbouring precinct of Haarlemmermeer ~ announced an **immediate, unannounced ban** on all new data centre developments¹.
It landed on an industry that considered the Dutch capital one of Europe’s safest bets.

The reasoning was blunt: data centres were eating an outsized share of scarce land and grid capacity relative to the jobs and tax revenue they produced, and Amsterdam’s own climate targets were on a collision course with the sector’s power appetite². Alderman Reinier van Dantzig, who oversaw the policy, put the underlying scarcity in five words: **«Space is limited in Amsterdam.»**³

The moratorium lasted a year before giving way to a stricter licensing regime.
But it never really ended ~ in 2022 the Dutch national government imposed a separate ban on new *hyperscale* facilities across most of the country, restricting them to two designated zones⁴.
In April 2025, Amsterdam went further again, barring new data centres or expansions within the municipality until at least 2030⁵.
Microsoft has since found a workaround ~ splitting one large project into three towers, each individually below the size threshold that triggers the ban.⁶

A Vital Reminder ~ all victories are provisional and the pigs are always redrafting the sign on the barn.

2. Singapore ~ The City-State That Ran Out of Room

If Amsterdam said no because of politics, Singapore said no because of arithmetic.
By 2019, data centres already consumed roughly 7% of the city-state’s total electricity on a landmass with nowhere left to expand⁷.
The government imposed a de facto moratorium on new large-scale approvals that August, and for three years ~ an eternity in cloud-infrastructure time ~ effectively nothing new was built⁸.

Trade and Industry Minister Gan Kim Yong explained the freeze by naming what data centres are, structurally: **«intensive users of resources.»**⁹
When the pause lifted in 2022, it came with conditions unprecedented for the industry: a hard efficiency ceiling [PUE below 1.3], mandatory renewable energy certificates, majority liquid cooling, and a strict annual capacity cap ~ turning what had been an open market into a curated one¹⁰.

The unintended consequence is the story told in Section 7 [Malaysia’s Story]:
Singapore’s discipline didn’t make the demand disappear.
It exported it across the border.

3. Ireland ~ When the Grid Said Enough

Dublin became Europe’s second-largest data centre cluster almost by accident, riding low taxes and EU access¹¹.
By 2021, data centres were consuming so much electricity that Ireland’s grid operator warned of a real risk of rolling blackouts¹².
The regulator, the Commission for Regulation of Utilities [CRU], responded with an effective moratorium on new grid connections around Dublin.

The scale of the imbalance is the real story.
Data centre electricity use in Ireland rose from about 5% of national consumption in 2015 to 22% in 2024 ~ and Ireland’s own grid operator, EirGrid, forecast that 89% of *all* new electricity demand over the following decade would come from data centres alone¹³.

Irish households picked up part of the bill too: emergency gas generators commissioned to stabilise the grid added roughly €100 to the average family’s power bill in 2024¹⁴.

*Update, for the record: Ireland lifted this moratorium in December 2025.*
New data centres can now connect, but only if they supply 80% of their own demand from on-site renewables or batteries and feed power back into the grid when needed.¹⁵

This arguably less a retreat than a renegotiation of the terms of surrender.
Analysts interviewed by Tech Policy Press described the underlying pattern as a government that, rather than confronting the political trade-off between digital growth and sustainability directly, deferred the decision to a regulator tasked with managing the fallout as quietly as possible¹⁶.

« Ireland is now home to one of the highest concentrations of data centers in the world. What began as a quiet build-out of server farms around Dublin has expanded into an industrial presence with an ecological footprint that dominates the country’s electricity system. In the meanwhile, Big Tech has falsely portrayed itself as a partner in green transition.»

« The surge in energy consumption has reshaped the energy system around the needs of a handful of multinational tech companies. Grid capacity is being diverted to new hyperscale sites, transmission upgrades are being driven by their load, and the state is pouring billions into emergency fossil-fuel generators to keep supply stable. Households face higher bills, electrification plans have stalled, and national climate targets are slipping out of reach. What looks like a renewable success story on paper masks a system increasingly strained by a single, rapidly expanding sector of energy users.»

4. Chile ~ The Aquifer That Fought Back

Chile is fifteen years into a mega-drought, with government-enforced water rationing since 2022¹⁷.
Into that landscape, Google proposed a $200 million data centre in Cerrillos, on Santiago’s outskirts, drawing an estimated **7.6 million litres of potable water a day** ~ equivalent to the daily consumption of roughly 55,000 people — directly from the strained Santiago aquifer¹⁷.

Local residents and the Cerrillos municipality took Google to Chile’s Second Environmental Court.
In February 2024, the court partially reversed the project’s permit, ruling the original environmental assessment hadn’t properly accounted for climate change¹⁸. Community organiser Pamela Ramirez, who helped lead the resistance, produced a protest poster reading: **« Danger! Danger! No to the data center! Data theft!» **¹⁹ Indigenous groups and unions rallying against the project adopted a chant that translates to «this is not a drought, this is a robbery.»²⁰

Google’s response was total: rather than fight the ruling, it scrapped the original design entirely. **« A new process will start from scratch, »** the company said, committing to switch from water-based cooling towers to air-cooled condensers²¹. Chile’s Economy Minister, Nicolás Grau, framed the outcome as a net positive for the country’s environmental review process rather than a loss for the project itself²².

The victory has limits. Reporting on the broader Quilicura data centre corridor near Santiago has found that even after the redesign, cumulative water rights held by hyperscalers in the area ~ including a separate, still-active Google facility drawing 50 litres per second ~ continue to strain wetlands already stressed by drought and industrial encroachment²³.

5. Uruguay ~ «Data Colonialism» Enters the Lexicon

Montevideo’s fight became the one that gave this global movement its sharpest phrase.
Google announced a data centre for the Uruguayan capital in 2019; by 2023, transparency campaigner Daniel Pena had forced the release of the true water figure through legal action ~ the facility was designed to draw;
**two million gallons of water a day directly from the drinking supply**,
equivalent to what 55,000 people use daily²⁴.
The revelation landed weeks after parts of Montevideo began receiving salinated water through household taps, and thousands of Uruguayans took to the streets²⁵.

A Uruguayan researcher summed up the local economic case against the project in a single line: **« It won’t pay tax, as it’s being built in a duty-free zone.»**²⁶
The facility was projected to create only around 30 permanent jobs once operational²⁷.

Google eventually redesigned the Uruguay project too ~ switching to waterless cooling and shrinking the facility to roughly a third of its original footprint²⁸.
Pena’s campaign continues to push for full supply-chain transparency, including where the minerals inside the servers are mined and under what labour conditions²⁹.

Commentators tracking the story coined the phrase that now anchors the whole debate across the Global South: **« data colonialism »** ~ the extraction of a community’s water and power to serve computing demand generated almost entirely elsewhere³⁰.

6. Brazil — The Anacé and a $10 Billion Complaint

The Uruguay and Chile fights inspired a formal Indigenous rights challenge in Brazil. In 2025, the Anacé Indigenous people of the country’s northeast filed an official complaint with federal authorities seeking to cancel a proposed $10 billion TikTok data centre planned for their land³¹.
Their leaders argue their right to prior consultation was violated and that concerns about the project’s water impact were dismissed outright³².
As of the most recent reporting, the complaint remains unresolved³³ ~ a reminder that not every act of resistance in this movement has yet produced a win, only a filing and a wait.

7. Johor, Malaysia ~ Singapore’s Overflow = Someone Else’s Problem

This is the clearest case study in how a « No » in one jurisdiction simply relocates the demand next door.
When Singapore restricted data centre growth to protect its own resources, global operators ~ Microsoft, Equinix, ByteDance, China’s Zdata ~ pivoted en masse to Johor, just across the causeway.
Johor’s data centre capacity nearly doubled in a single year, reaching roughly 5.8 gigawatts by mid-2025³⁴.

In February 2026, Malaysia recorded its first-ever public protest against a data centre. More than 50 residents ~ representing roughly 1,000 people across four housing estates in the Gelang Patah district ~ gathered outside a Zdata construction site, citing dust pollution and fears for their water supply³⁵. Residents told reporters they could no longer dry laundry outdoors and that air purifiers were registering dangerously poor air quality³⁶. The developers did not meet the protesters.

The state government responded with policy, not just police. Johor stopped approving the most water-intensive tiers of data centre in 2025, and in November 2025 ordered operators using water-cooled systems to defer expansion for at least 18 months while authorities managed drought conditions³⁷ ~ a single facility’s cooling demand had reached an estimated 4.16 million litres a day³⁸.

Not every local voice frames the backlash as justified: one Malaysian opinion piece argues the water fears are largely « the more emotive worry, and the more answerable,» pointing to mandated recycled-water cooling and a rising state water reserve margin as evidence the government has already adapted³⁹.
That dispute ~ between lived anxiety and official reassurance ~ is, in miniature, the entire argument playing out in every country in this investigation.

Water and noise are the impacts communities feel.
Electricity is the impact every Australian pays for — whether they live near a data centre or not.

The scale of demand ~ from server room to AI factory

Not all data centres are created equal. Understanding the electricity demands of the sector requires distinguishing between the types of facilities now being approved across Australia at pace.

A small enterprise data centre ~ a facility serving a single organisation’s internal IT needs ~ typically draws less than 1 megawatt of power.²³
A standard colocation facility, housing equipment for multiple business tenants, runs between 1 and 10 megawatts.²³
A mid-size data centre serving regional cloud and storage needs might draw between 5 and 40 megawatts.²³

Then come the hyperscalers.

To qualify as a hyperscale data centre, a facility must contain at least 5,000 computer servers, occupy at least 10,000 square feet, and draw more than 100 megawatts of electric power.²⁴
One hundred megawatts is enough to supply the electricity needs of approximately 80,000 Australian households.²⁴

The largest hyperscale facilities now exceed 650 megawatts — equivalent to the entire output of a medium-sized power station.²⁵
A single facility of that scale consumes 2.4 gigawatt-hours of electricity every single day, running continuously at full utilisation.²⁶

AI has broken every previous model of electricity demand.

Traditional server racks consume 5 to 10 kilowatts.
AI-optimised racks with high-performance GPUs require 60 kilowatts or more ~ with some cutting-edge AI training facilities pushing individual racks to 100 kilowatts and beyond.²⁵
A single AI query uses approximately 0.3 watt-hours ~ roughly 1,000 times more electricity than a Google search.²⁵

Training a single large AI model can require 50 gigawatt-hours of energy ~ enough to power Sydney’s CBD for three days.²⁴

The increase in computing power required for next-generation AI chips is staggering ~ we are talking jumps from four kilowatts per rack to potentially a megawatt per rack.²⁷

Data Centre Maps ~ Australia

According to Data Centre Maps, there are currently 289 Data Centres listed, as per this map below.

Global Data Centre numbers are staggering ~ according to Visual Capitalist, there were 11,800 in 2024.

Australian numbers ~ of 307 ~ are closing in on Chinese numbers of 449.

What this means for Australia’s grid

The national figures are already alarming ~ and accelerating.

In financial year 2025, Australian data centres consumed 3.9 terawatt-hours of electricity, representing approximately 2 per cent of the National Electricity Market grid.²⁸
By 2026, consumption is expected to rise 37.7 per cent to 6.2 terawatt-hours.²⁹
By 2030, Gartner forecasts Australian data centre power demand will reach almost 3.8 gigawatts, with electricity consumption reaching 15.7 terawatt-hours.²⁹

Under AEMO’s Step Change scenario, that trajectory continues to 34.5 terawatt-hours by 2050 ~ 12 per cent of the entire NEM grid.²⁸

In NSW alone, 44 data centres in the development pipeline as at 31 March 2026 represent a combined capacity of 11.4 gigawatts ~ equivalent to the power output of nearly four Eraring coal stations, the largest coal power station in Australia.³⁰

Victoria has at least 30 data centres totalling 9 gigawatts in its pipeline.³⁰

AEMO has received 44 gigawatts of data centre connection requests from network service providers ~ a figure so large that Oxford Economics, commissioned by AEMO to investigate, found that 6 in every 7 megawatts of connection requests represent what it termed «phantom demands»: requests unlikely to materialise on the grid under realistic scenarios.³¹

Even so, the genuine demand that does materialise will fundamentally reshape Australia’s electricity system.

The efficiency illusion

The data centre industry’s standard response to electricity demand concerns is the Power Usage Effectiveness metric ~ PUE ~ which measures how efficiently a facility uses the power it draws.

A PUE of 1.0 would be perfect efficiency; all power goes to computing, none wasted on cooling or distribution. A PUE of 2.0 means half of all electricity drawn goes to non-computing overhead.

Modern hyperscalers have achieved remarkable PUE improvements.
Google reports a fleet-wide PUE of 1.09 ~ meaning only 9 per cent overhead.³² Microsoft achieves 1.12.³² These are genuine advances.
The average enterprise data centre, by contrast, operates at a PUE of 1.5 to 1.8, with older facilities often exceeding 2.0.³³

But here is the efficiency illusion: a lower PUE does not mean lower total electricity consumption. A hyperscale data centre consuming 300 megawatts at a PUE of 1.12 uses vastly more electricity than a small enterprise facility consuming 2 megawatts at a PUE of 1.8.
Efficiency improvements at the chip level have been largely offset by the sheer scale of new AI workloads. AWS reports its infrastructure is 3.6 times more energy-efficient than the median US enterprise data centre ~ and it still consumed enough electricity to power tens of millions of homes.³²

Between 2022 and 2026, global data centre energy use more than doubled ~ from approximately 460 terawatt-hours to over 1.1 petawatt-hours per year ~ despite industry-wide PUE improvements.²³

Efficiency and scale are running in opposite directions. Scale is winning.

Who pays for the electricity infrastructure?

The electricity costs of the data centre boom fall into two categories ~ and only one of them is paid by the data centres.

The first category: This is the power itself. Data centres pay for the electricity they consume, negotiated through commercial tariffs or power purchase agreements with renewable energy generators. This is genuine market-based cost recovery.

The second category: This is the grid infrastructure required to connect and service those loads ~ the transmission lines, substations, transformers, and network upgrades needed to deliver electricity to the facilities and maintain grid stability as demand grows.
This is where the sovereign question arises.

Australia’s National Electricity Rules require new facilities connecting to the grid to pay for the infrastructure costs directly caused by that connection.³⁴
Between 2020 and 2025, the data centre sector invested A$3.1 billion in grid infrastructure, including A$500 million in direct connection costs.³⁴

On its face, this appears substantial.

But the Climate Council’s analysis is stark: without appropriate policy settings, data centre growth could place upward pressure on electricity prices for all consumers ~ not just data centres ~ through increased reliance on gas peaking generation during periods of peak AI workload demand.³⁰
A 26 per cent increase in wholesale electricity prices in NSW by 2035 has been modelled if data centres do not bring commensurate new renewable generation with them.³⁰

Wholesale prices make up approximately 40 per cent of a typical household electricity bill. Network costs make up almost half.³⁴
Both are exposed to data centre demand growth.
The connection costs recovered from data centres under existing rules do not capture the system-wide costs of managing a grid under sustained exponential demand growth from a small number of very large commercial users.

The commandment is being rewritten again.
Original: the electricity grid serves the Australian people.

Amended: the electricity grid serves the Australian people, and also 11.4 gigawatts of approved data centre capacity in NSW alone, with household consumers bearing the price consequences of gas peaking generation required to fill the gap between renewable supply and AI demand at peak times.

A new report concludes the AI-fuelled surge of power-hungry data centres across Australia is jeopardising the country’s energy transition.

When Audible « Noise » ~ Defeats Serenity

Water is the resource impact most people understand.

Noise is the impact people who live near data centres understand.

A data centre is an industrial facility housing tens of thousands of servers, each generating heat, each requiring cooling, each contributing to a combined acoustic output that operates without pause, without weekend breaks, without night-time quietude or serenity ~ 24 hours a day, 7 days a week, 365 days a year.

It will not only be the Loss of Serenity that is of concern.
Loss of Hearing is already a critical issue in the modern world.
Advances in scientific & acoustic instrumentation together with understanding about Noise & its anatomical & physiological effects enables enforcement of Internationally acceptable Standards.

Safe Work Australia has provided this excellent infographic about Noise Issues.

Data Centre Corporations & Australian Parliaments are advised to urgently review their Future Plans in respect of these compensation risks BEFORE they end up in Court, particularly in reference of this statistic.

The Environmental and Energy Study Institute noted that high and low-frequency sounds emitted by these industrial sites can be heard and felt for hundreds of metres in surrounding areas, with noise levels reaching as high as 96 dB for 24 hours a day and seven days a week.⁸

For context: safe sound levels are considered to be 70 dB(A) or lower. Sounds above 65 decibels are enough to cause an increase in stress and blood pressure.
High noise levels, particularly at night, can cause sleep deprivation and decreased cognitive performance.⁹

The World Health Organisation recommends community noise levels below 30 dB(A) in bedrooms at night for good-quality sleep.¹⁰

HVAC fans in data centres generate noise levels ranging from 55 to 85 dB(A). Small generators run at about 85 dB(A), while larger generators run closer to 100 dB(A).¹¹ Data centres require backup generators that are tested regularly — and run continuously during outages that can last days.

In this 29 JUNE 2026, report by Lucy Slade in the Financial Review, Lane Cove residents are already facing the Unbridled Rush to Build Data Centres.

When Inaudible «Infrasound» ~ Defeats Serenity

It is not just audible sounds that cause people problems.

Inaudible sound waves within the Infrasound range cause vibrational pressure waves that have already been proven to have serious harm to sleep & well-being.
This video below, from CurioMed, entitled « The Most Dangerous Sound for Humans ⚠️ | Infrasound Explained,» provides clarity.

Infrasound is inaudible to humans but the vibrations can easily be felt.
Communities living near data centres report headaches, insomnia, nausea, and anxiety ~ symptoms that do not register on standard decibel meters and cannot be addressed through standard noise barriers.⁸

This matters enormously for the regulatory framework. If a noise is inaudible, it cannot be measured by standard monitoring equipment.
If it cannot be measured, it cannot be regulated.
If it cannot be regulated, it cannot be remedied. Residents who experience it are told there is no problem ~ because the instruments say so.

In Lane Cove, a Sydney suburb with three data centres within 600 metres of each other ~ including facilities adjacent to residential areas and a childcare centre ~ the community has been grappling with exactly this problem.
The decibel count in some affected areas will be 5 to 10 decibels above the NSW EPA’s suburban residential limit.¹⁰
The sound these hyperscale facilities make has been likened to a humming refrigerator, piercing low vibrations through air, streets, and walls.

In a World first, Australia’s Administrative Appeals Tribunal (AAT) has declared that the «noise annoyance» caused by wind turbine generated low-frequency noise and infrasound «is a plausible pathway to disease» based on the «established association between noise annoyance and some diseases, including hypertension and cardiovascular disease, possibly mediated in part by disturbed sleep and/or psychological stress/distress.»

The AAT also held that « The dB(A) weighting system is not designed to measure [wind turbine noise], and is not an appropriate way of measuring it.»

The dB(A) weighting system is the basis of every wind turbine noise guideline in operation around the world.

The AAT’s finding means that every one of those noise guidelines is premised on an acoustic nonsense and, therefore, entirely irrelevant.

NB: Despite these findings of credible reports by Acousticians ~ scientifically qualified people within the Acoustics Industry ~ bogus claims by the Australian Broadcasting Corporation and other entities continue to dismiss any evidence that Wind Farm Infrasound is a Pathway to Disease.

What they ~ the AI salespeople ~ did not come with & what nobody at those press conferences mentioned ~ is the water.

A hyperscale data centre is, at its operational core, a machine for moving heat. Thousands of AI processors generate extraordinary amounts of it.
That heat must go somewhere.
And the most common, cheapest, and most water-intensive way to remove it is evaporative cooling: spray water into the air and let it evaporate, carrying the heat with it.
Simple physics. Enormous consequences.

Australian utilities have been receiving applications from data centre proponents seeking between 5 and 40 million litres of water per day ~ up to 20 times the consumption of the largest existing single drinking water customer.

Sydney Water estimates that data centres water-demand could be 15-20 % of Sydney’s total water supply by 2035.

Not 15 to 20 % of Sydney’s industrial water. Of Sydney’s total water supply.

Australia is a continent where 80 per cent of Sydney’s water is rainfall-dependent, where cities from Perth to Brisbane regularly face restrictions.
Agricultural regions feeding the nation are already competing for diminishing water resources.
Into this landscape, the world’s largest technology companies are proposing to install thirst machines on an industrial scale ~ and the question of who pays for the water, who manages the scarcity, and who bears the consequences, has not been answered.

This is the investigation the press conference didn’t give you.

Sydney residents will end up fighting for their survival against hyperscale data centres.

Section 1 — The Thirst

The physics is straightforward. Evaporative cooling works the same way the human body uses sweat: water absorbs heat as it transitions from liquid to vapour.
A cooling tower takes hot water heated by the server racks, sprays it over fill media through which air is drawn, and the resulting evaporation carries the heat away.

The catch: that water does not come back. It is GONE!

Data centres across Australia now consume approximately 100 billion litres of water annually for cooling systems, a figure projected to triple by 2030 as digital demands accelerate.² A medium-sized facility — not a hyperscale monster, a medium facility — uses anywhere from 11 to 19 million litres annually.²

On average, evaporative cooling systems use approximately 1,800 to 2,900 litres of water per megawatt per hour.³ To put that in perspective: a large data centre uses roughly the same amount of water as 720 average US families — every single hour, around the clock, 365 days a year.³

The global picture is even more confronting. The IEA estimates global water withdrawals at around 5,500 billion litres and consumption of around 560 billion litres in 2023. This consumption could more than double by 2030, reaching 1,200 billion litres if current trends persist.⁴

Globally, electricity demand from data centres is expected to triple by 2030 ~ from around 200 TWh today to 600–700 TWh.
Given that cooling and power generation are the largest drivers of water consumption, this could translate into a threefold surge in water use, placing added pressure on already scarce water supplies.⁵

For Australia specifically, the situation is acute in ways that European or American comparisons don’t fully capture.
«Australia is a really dry continent,» notes Associate Professor David Gill of the University of Technology Sydney.
« And in the Sydney context, about 80 per cent of our water is rainfall-dependent.
A lot of other countries and cities around the world have a double diversified water supply.»⁶

The Water Services Association of Australia’s December 2025 report ~ Data Centres and Water in Australia ~ puts the regulatory problem plainly. Applications are arriving seeking between 5 and 40 million litres per day, and Sydney Water itself estimates data centres could represent 15-20 % of the city’s total water supply by 2035.¹

The NSW Data Centre Consultation Paper, released in March 2026, acknowledged what planners already knew: Sydney Water’s demand forecasts «differ drastically» from those in an industry-commissioned report, and precise water demand data from data centres is currently not available during the planning phase at all.¹

This is the retrofit problem in its starkest form.
Data centres are being approved.

By the time those figures become clear, the concrete has been poured.

The Hidden Water Thirst ~ Power Generation

The figures above count only direct water used for AI Data Centre cooling.
The full picture is considerably worse.

Training a single large AI model consumes water indirectly through the electricity generation that powers it.
Li et al. estimated that training GPT-3 in Microsoft’s US data centres could consume a total of 5.4 million litres of water, including 700,000 litres of on-site consumption for cooling.
The same study projected that global AI-related water withdrawals could reach 4.2–6.6 billion cubic metres annually by 2027 ~ equivalent to 4–6 times the yearly consumption of Denmark, or half that of the United Kingdom.⁷

Every time you ask an AI chatbot a question, water is consumed.
One AI company’s lifecycle assessment revealed their large language model consumed 281,000 cubic metres of water by January 2025 ~ equal to the annual water consumption of over 5,100 French citizens ~ and delivered 45 millilitres per user prompt.⁵

Forty-five millilitres. Less than a shot glass. Per question.

The commandment ~ that Australian water resources belong to the Australian people ~ is being quietly amended.
No announcement.
No referendum.
Just planning approvals, processed one by one, each individually defensible, cumulatively transforming the continent’s most critical water resources into cooling liquids for foreign-owned AI infrastructure.

The announcement arrived at the press conference with all the theatre of a «Spontaneous Demonstration.»

Microsoft’s CEO Satya Nadella stood in Sydney in April 2026 and announced what he called the company’s «largest ever investment in Australia» ~ A$25 billion in cloud and AI infrastructure, a partnership with Canberra spanning cybersecurity, workforce upskilling, and AI development.
Prime Minister Albanese stood alongside him, beaming.

Amazon had done it in June 2025:
A$20 billion, described at the time as the largest technology investment in the nation’s history.
OpenAI in December 2025:
A$7 billion.
Google weighing A$20 billion more.
A Canadian company called Firmus announcing a A$4.5 billion initial investment with potential to scale to A$73.3 billion.
CDC Data Centres adding A$3.1 billion for a Sydney facility.

Between 2023 and 2026, companies announced plans to make investments in Australian data centres that could scale up to more than A$100 billion. Australia ranked second globally ~ after the United States ~ as the most attractive destination for data centre investment in 2024.

The numbers were genuinely large.
And virtually nobody in the room was asking the question the Osprey is going to ask now.

Who is going to pay for all of this?

Not for the data centres.
Big Tech will pay for those ~ or at least, its shareholders will, via the US$725 billion in global AI Capex the four largest hyperscalers are committing in 2026 alone.

Because the pattern this newsletter has documented across gas, pipelines, and royalties is repeating itself in a new industry, with new protagonists, at extraordinary speed.
The architecture of extraction has simply found a new resource to extract.

What They’re Actually Building

Data centres are not what their name suggests. They are not rooms full of filing cabinets. They are industrial facilities of extraordinary scale ~ warehouses the size of city blocks, running twenty-four hours a day, seven days a week, consuming electricity at the rate of small cities and water at the rate of industrial farms.

Australia currently hosts more than 250 data centres, with the majority concentrated in New South Wales and Victoria.
Total national data centre occupancy increased fortyfold between 2005 and 2025, with two-thirds of that growth occurring since 2020.
Global data centre capacity is further expected to double between 2026 and 2030.

The primary driver is AI.
Training large AI models requires processing vast datasets using high-performance computing infrastructure, while deploying them at scale demands continuous, low-latency computing to support real-time applications.

AI workloads are significantly more computationally intensive than traditional digital services ~ a hyperscale AI factory is categorically different from a corporate server room.

In NSW alone, 44 data centres were in the development pipeline as at 31 March 2026, totalling 11.4 gigawatts of proposed capacity.
That is the equivalent of nearly four Eraring coal stations ~ the largest coal station in Australia.
NSW’s grid operator Transgrid has connection requests for data centres exceeding 10 gigawatts from the past 18 months alone.
Some individual facilities are seeking more than 1,200 megawatts each.

Victoria has at least 30 data centres totalling 9 gigawatts in its pipeline.
The NSW Government’s Investment Delivery Authority endorsed 15 data centre projects worth A$51.9 billion for prioritised government support in March 2026.

These are not modest facilities being tucked into industrial estates.
They are transformative infrastructure ~ nation-scale in their resource demands, foreign-owned in their beneficial interests, and approved at a pace that has left the regulatory architecture visibly scrambling to keep up.

The Electricity Bill

The numbers from the Australian Energy Market Operator are stark.
In FY2025, Australian data centres consumed approximately 3.9 terawatt hours of electricity ~ about 2% of the National Electricity Market grid.

Under AEMO’s Step Change scenario, data centre consumption is forecast to grow at an average annual rate of 25.1% ~ to reach 12 terawatt hours by FY2030 and 34.5 terawatt hours by FY2050.

To understand what 12 terawatt hours means: it is roughly enough to power all the homes in Victoria. By 2050, data centres will consume 12% of the entire NEM grid — from a starting point of 2% just five years ago.

The critical question ~ and the one the Climate Council’s June 2026 report Clouded Future addresses with considerable alarm ~ is what happens to electricity prices when this demand materialises without commensurate new renewable generation.

Without additional renewable generation and storage, data centre growth could increase wholesale electricity prices by more than 20% across the main grid by 2035 on average ~ and up to 26% in NSW and 23% in Victoria.

The primary driver is increased reliance on gas peaking generation ~ gas-fired plants brought online during periods of high energy demand when renewable output is limited.
Since electricity prices are set by the highest-cost generator required to meet demand at any given moment, gas peaking affects prices for all consumers, not just data centres.

Energy bills in South Australia and Tasmania would also be affected, despite limited added data centre load in those states ~ because their generation would be exported to meet east coast demand.

Wholesale prices make up around 40% of a typical residential electricity bill.
A 26% rise in wholesale prices translates directly into a significant increase in what households and businesses pay every quarter.

The Climate Council is explicit: data centres are like a giant snowball rolling down the mountain.
If they don’t bring new, low-cost renewables and storage with them and pay for the energy and water infrastructure upgrades they need, they’ll be dumping massive costs onto households and businesses.

These are large, well-resourced corporations who can afford to pay for the clean energy they need.

Australian households should not be subsidising Big Tech Foreign companies.

Transgrid’s submission to the NSW parliamentary inquiry is equally direct.
Without appropriate policy settings, data centre growth could place pressure on electricity infrastructure planning, system reliability, and ultimately consumer costs. Existing customers should not subsidise new large loads.

If data centre connection costs are socialised across the network ~ rather than recovered from the data centres themselves ~ every household pays.

The Energy and Climate Change Ministerial Council has committed to exploring options to ensure new data centre loads are efficiently integrated into the grid, including developing a framework for grid connections.
A review of cost recovery arrangements is underway.
The NSW Government has signalled intent to introduce legislation enabling prioritisation of renewable energy projects.

But these are review commitments and legislative intentions.
The data centres are being approved now.
The connection requests are being processed now.
The snowball is already rolling.

This is where the Animal Farm architecture of this series finds its newest expression.

The original commandment of Australian resource sovereignty ~ that national assets, whether gas, land, pipelines, or infrastructure, should generate a sovereign return for the people who own them ~ has been rewritten many times in the contexts this newsletter has already investigated.

Compare this to the treatment of other foreign investors in Australian sovereign resources.
The Resources PRRT at least exists in legislative form ~ even if its design has allowed decades of zero liability.
Foreign ownership of agricultural land above A$15 million requires FIRB approval. Foreign ownership of critical infrastructure requires case-by-case assessment.

Data centres are being approved under state-significant development pathways that prioritise speed. The NSW Investment Delivery Authority was established explicitly to accelerate approvals.

The Australian Government’s National AI Plan frames the data centre boom in the language of opportunity, competitiveness, and digital leadership ~ not sovereignty, not resource rent, not the question of who benefits.

The IDA endorsed 15 data centre projects worth A$51.9 billion in March 2026 ~ for prioritised government support through the approvals process. Government support. For A$51.9 billion in foreign-owned infrastructure that will extract regulated returns from Australian consumers for decades.

The commandment now reads: all resources are available to Big Tech corporations seeking to build AI infrastructure in Australia, with government assistance through the approvals process, expectations of good behaviour, and the costs distributed across the general population through electricity bills, water infrastructure, food security risk, and planning department resources.

This takes us to the Heart of the proposal for Western Australian Independence.

A 400-page manifesto for independence landed on Australia’s political doorstep in March 2026. By the time the dust had settled, it had been covered by every major national newspaper, every commercial television news programme, every influential radio station in the country.
The authors had been called everything from visionaries to vandals.

Secession by Western Australia ~ written by former barrister Julian Gillespie, University of NSW economist Professor Gigi Foster, economic consultant Michael Baker, and nutritional medicine pioneer Professor Ian Brighthope.
It is not a pamphlet.
It is a 600-page digital document [400 pages in print] with a complete constitutional draft, detailed fiscal modelling, governance architecture, and a research pipeline to follow.

If they don’t hold, nothing else matters. So let us examine them carefully.

Chapter 1: The Socio-Economic Case

The Bulgarian Cow

The Eastern Bloc joke that opens the authors’ Spectator Australia article ~ Bulgaria has the longest cow in the world, grazing in Bulgaria but milked in Moscow ~ is not merely rhetorical decoration. It is the argument in miniature, applied to Western Australia .

Western Australia, with 11 per cent of Australia’s population, accounts for 17 per cent of its GDP and 45 per cent of its merchandise exports, thanks to its mineral and agricultural sectors.
Gross State Product per capita is 57 per cent higher than the national average. Western Australia’s net debt to GDP ratio is the lowest in the country.

By every measure of economic productivity, WA is the engine of the national economy.

And yet.
According to Western Australia’s own budget documents, there is a huge gap between what the state remits to Canberra in corporate and personal income taxes, GST and other payments, and what the Commonwealth spends on Western Australia’s behalf. In Financial Year 2024, the Treasury estimates that the state paid out A$39 billion more than it got back ~ A$112 billion outgoing versus A$73 billion incoming.
This translates to A$13,000 more retained in Western Australia for every man, woman, and child ~ if secession were successful.

The GST system compounds the injustice.
WA currently receives only 8.2 per cent of GST ~ the lowest share of any state or territory, despite generating 17 per cent of GDP.
The mining boom of the 2000s and 2010s actually worsened WA’s position under Horizontal Fiscal Equalisation [HFE] ~ as the state’s resource royalty revenues rose, its GST share fell, effectively penalising economic success.

The GST reforms of 2018, which established a 70 cent floor rising to 75 cents, partially addressed the problem but left WA as the lowest-funded state per capita in the Commonwealth.

Chapter 1 of the manifesto frames this as not an accounting anomaly but a structural design: a federal architecture in which the most productive state transfers wealth to less productive states, indefinitely, with no mechanism for correction.

WA has raised this grievance since federation. It has raised it in parliament, in intergovernmental forums, in bilateral negotiations, and in the 1933 referendum ~ the only time the question was put directly to the people.

The Result

Five years after federation, the Western Australian Legislative Assembly resolved that federation « had proved detrimental to the interest of the state.»

In 1933, 68 per cent of voters ~ a supermajority ~ voted to leave.

The result was overridden by a foreign parliament ~ within the UK.
The matter has never been constitutionally resolved.

As the authors observe, one recurring argument by proponents of secession is based on the assumption that a federal government in Canberra will favour the business and popular interests of the larger population centres lying to the east.

This is not an assumption. It is a structural feature of a democratic federation in which the most populous states outvote the most productive ones.

The Proposed Economic Model

The socio-economic case does not merely diagnose the problem.
It proposes a solution.

Funding for the slimmed-down government of the new Western Australia would come primarily from a higher, simpler, fairer royalty rate on the state’s resource extractions.
The proposal is a 20 per cent resource royalty ~ applied to WA’s mineral and energy resource sector, which generates approximately A$130 billion in annual value ~ replacing almost all existing taxes including personal income tax.

Workers would keep every dollar they earn.
Businesses would no longer pay corporate income tax on their Western Australian operations.
Most resource companies would still come out ahead or neutral under the new system ~ the royalty replaces the corporate tax they currently pay, at a rate the authors argue is broadly equivalent in aggregate.

The retained fiscal transfer ~ the A$39 billion that currently flows to Canberra and does not return ~ would remain in Western Australia.

At the manifesto’s proposed 20 per cent royalty, with the authors’ estimated efficiency savings from eliminating government bloat, the model projects a surplus.

The manifesto’s authors acknowledge what critics will immediately raise: that the fiscal feasibility depends on maintaining commodity prices, achieving the proposed bureaucracy reduction targets, and successfully replacing income tax revenue with royalty revenue at a scale that works.

Chapter 4 ~ the fiscal feasibility chapter ~ models these scenarios in detail, including downside cases.

What Chapter 1 establishes is the baseline: the current system is not working for Western Australia, the numbers are not in dispute, and the case for change ~ whether inside or outside the federation ~ is founded on documented fiscal reality rather than political grievance.

The Strategic Geography

Chapter 1 also addresses something the fiscal argument alone cannot: WA’s strategic position in the world.

Western Australia is the world’s second-largest administrative division by area, behind only the Sakha Republic in Russia.

Its coastline spans more than 13,000 kilometres.
Its ports are state-of-the-art.
It sits on the Indian Ocean in close proximity to its major Asian markets ~ iron ore buyers in China, LNG buyers in Japan and South Korea, agricultural buyers throughout Southeast Asia.

An independent Western Australia would not need to export its products through eastern Australian ports or eastern Australian political institutions.
It would trade directly, negotiate directly, and build the bilateral relationships its geography and resource profile make natural.

The manifesto envisions becoming a global free trade zone ~ a Singapore of the Indian Ocean, constitutionally committed to low regulation, zero income tax, and resource-royalty funded public services.

Chapter 1 ~ establishes is the geographic and economic foundation on which it rests.

Somewhere in the fine print of Australia’s Federation agreement, buried beneath the language of unity and shared destiny, is a number that Western Australians have been arguing about for 125 years.

In the financial year 2024, Western Australia [WA] sent approximately A$112 billion to Canberra in corporate taxes, personal income taxes, GST, and other payments.
It received back approximately A$73 billion in Commonwealth expenditure.
The net outflow ~ the amount extracted from Western Australia and redistributed elsewhere ~ was approximately A$39 billion.
That is A$13,000 for every man, woman, and child in the state.
Nineteen times the per-person contribution of New South Wales.

Western Australia produces almost half of Australia’s exports.
It contains the world’s largest iron ore deposits, some of the most significant LNG reserves on the planet, and a land mass larger than Western Europe.
It has been, for most of the past two decades, the engine of Australian prosperity ~
the reason the Commonwealth could weather the Global Financial Crisis, the COVID recession, and every other economic storm of the modern era.

And for 125 years, residents have been asking the same question: how much longer?

A Grievance 125 Years in the Making

Western Australia’s secessionist sentiment is not new, and it is not fringe. Secessionism has been a recurring feature of Western Australia’s political landscape since shortly after Federation in 1901, including a successful but unimplemented 1933 state referendum.

That 1933 vote is the key fact that every conversation about WA secession returns to. The 1933 Referendum on Western Australia seceding from the Commonwealth of Australia was supported by 75% of the vote.
Astonishingly, that lawful referendum was disallowed by the British Parliament under British law.

Read that carefully. Western Australians voted ~ in a legal, constitutional referendum ~ to leave the Federation.
By a margin of three to one.
The result was overridden by a foreign parliament.
The matter was never resolved.
It was simply set aside, and the Federation continued.

On her final day as Director of National Intelligence, Tulsi Gabbard released what the Office of the Director of National Intelligence [ODNI] described as the product of a yearlong declassification review ~ internal communications, whistleblower testimony, and intelligence material tied to the origins of COVID-19.

Gabbard’s central allegations:

• Dr. Anthony Fauci, while head of NIAID, funded gain-of-function research at the Wuhan Institute of Virology that she says is linked to the virus’s emergence.

• Fauci worked with «politicized career leadership» inside the Intelligence Community [IC] to steer the IC toward a natural-origin narrative, suppressing the lab-leak hypothesis.

• Multiple IC whistleblowers told ODNI investigators they faced retaliation for challenging that manipulation.

• Fauci «lied to Congress while under oath in 2024.»

In her statement, Gabbard didn’t mince words:

Ron Johnson's FDA Bombshell: They Saw the Signals and Buried Them

While Gabbard’s release focused on origins, Senator Ron Johnson [R-Wisconsin], chairman of the Senate Permanent Subcommittee on Investigations, has been building a separate case about what happened after the vaccines were authorized.

His April report, «Unmasked: How Biden Health Officials Purposely Turned a Blind Eye Toward COVID-19 Vaccine Safety Signals,» makes a specific and damning claim:

• In March 2021, Peter Marks ~ then-director of the FDA’s Center for Biologics Evaluation and Research, the office responsible for vaccine safety surveillance — was briefed that the agency’s algorithm for analyzing the Vaccine Adverse Event Reporting System [VAERS] wasn’t catching safety signals.

• Twenty-six days later, after the algorithm was corrected, FDA officials were shown 25 serious safety signals ~ including sudden cardiac death, stroke, pulmonary infarction, and Bell’s palsy.

• According to Johnson, instead of alerting the public, officials shut the analysis down and continued telling Americans adverse reactions were «rare and mild.»

Johnson followed up earlier this month with a Senate hearing examining what he calls a broader pattern: pressure campaigns against scientists publishing research that ran counter to the official narrative, including possible links between the injections and cancer mechanisms.

Researchers have identified specific genetic sequences, such as the Furin Cleavage Site, that appear in patents and research proposals linked to U.S.-funded work.

These sequences are notably absent from the closest natural relatives of the virus, suggesting they may have been inserted rather than evolved.

« As introduced, I’m an internist. I’m a cardiologist. I believe I’m the most published individual who’s ever testified on matters regarding COVID 19 in any of these hearings. I’ve seen and examined more patients.

And I’m one of the most published people on the topic in the world. And as a cardiologist, I can tell you my role in this was to fight disease, preserve life, and above all, do no harm.

Do no harm.

Now, the topic today is myocarditis or heart damage from the COVID 19 vaccines.

I’m a cardiologist. I know the topic well. I’ve examined thousands of patients with this problem.
Thousands.

Before the pandemic, I had two patients ever with this problem. There’s 1,065 papers in the peer-reviewed literature on COVID vaccine myocarditis. So, let me summarize them for you.

The first one that came on my radar screen that was alarming came from Washington University in St. Louis, August 18th of 2021.
The first author is Verma and colleagues. New England Journal of Medicine. 42-year-old man comes into Washington University Hospital with vaccine myocarditis.
The infection is ruled out.
It’s the vaccine.
He’s in the hospital. This is one of our best hospitals in the United States.
He dies 3 days after taking Moderna. They can’t save him in the hospital.

Then one was reported from Korea by Choy and colleagues. This is now a younger man just a few days after Pfizer. He comes in the hospital. He dies within 8 hours of being in the hospital.
I can tell you I’m a cardiologist. That doesn’t even happen with heart attacks.
He dies within 8 hours.

I examined all of the slides and the the images that the Koreans had showed us.
It looked like somebody took a blowtorch to that heart.
It was so completely fried with inflammation. His heart was destroyed.

These cases which were widely known at the time should have gotten everyone’s attention. Everyone should have been laser focused on this.

We should never have someone die after taking a vaccine. That’s directly caused to the vaccine.»

The Good News

As Dr McCullough explained in his US Testimony, it is the COVID Spike Protein that creates most of the anatomical and physiological pathology ~ damages ~ thoughout the entire body.

SARS-CoV-2 infection is associated with long-lasting neurological symptoms, although the underlying mechanisms remain unclear. Using optical clearing and imaging, we observed the accumulation of SARS-CoV-2 spike protein in the skull-meninges-brain axis of human COVID-19 patients, persisting long after viral clearance.
Further, biomarkers of neurodegeneration were elevated in the cerebrospinal fluid from long COVID patients, and proteomic analysis of human skull, meninges, and brain samples revealed dysregulated inflammatory pathways and neurodegeneration-associated changes.

Based on current estimates, Australia exports approximately 79 million tonnes of LNG annually, worth around A$64 billion in export value ~ yet the government collects more money from beer excise and student HECS debt repayments than it does from all gas exports combined.

At the same time, the government is removing 160,000 Australians from the NDIS, reducing average support plans from $31,000 to $26,000, and targeting spending rises of only 2% per year ~ well below inflation.

The proposition is simple: the people being cut from the NDIS are being cut to balance a budget that would not need balancing if Australia taxed its sovereign resources at the rate of any comparable nation.

The Fraud Framing Is False

The government’s justification for NDIS cuts rests on two claims: the scheme costs too much, and fraud is rampant.

The government has framed the bill largely around fraud and restoring the scheme’s social licence ~ but that framing does not hold up against the government’s own figures. The projected savings come overwhelmingly from cutting supports for existing participants and tightening access ~ not from fraud measures. [Ref: gulfnews]

The $37.8 billion in projected NDIS savings is the single largest component of the government’s entire $63.8 billion savings package. [Ref: Swottemplate]

This is not a fraud crackdown.
It is a budget repair exercise carried out on the backs of the most vulnerable Australians — while the industry producing $64 billion in annual exports pays less in resource rent than Australia collects from beer.

Consider: If the ALP govt states that Fraud is the True Reason for decimating the NDIS funding ~ Mobilize the Auditor General! Why has this NOT happened?

Why Resource Sovereignty Matters

You are standing on one of the richest pieces of ground on earth.

Beneath the soil of Australia’s Cooper Basin lies enough natural gas to heat cities. Beneath the continental shelf off the coast of Western Australia lie LNG reserves that nations have gone to war over.
Beneath the coastal ranges of Queensland, beneath the Gippsland plains of Victoria, beneath the seabed of the Timor Sea, lie resources that the world is willing to pay extraordinary sums to access.

You own this.
Not metaphorically.
Not aspirationally.
As a citizen of Australia, you own these resources by sovereign right ~ enshrined in law, affirmed by every government since Federation, acknowledged even by the companies that extract them.

And yet.

The gas extracted from your sovereign territory leaves on ships bound for Japan and China and South Korea, generating revenues of approximately A$64 billion per year, while the federal government collects A$1.42 billion in the tax designed to capture your share of that wealth.

The pipelines that carry your gas from your fields to your homes are owned, in large measure, by a Chinese state-owned enterprise and a Hong Kong billionaire’s infrastructure conglomerate.

One of your most celebrated national institutions ~ the National Disability Insurance Scheme, which provides reasonable and necessary support to Australians who cannot live independently without it ~ is being cut.
160,000 people will lose access by 2030.
The government says it cannot afford it.

These facts belong in the same conversation. That is what this series is for.

The Revenue Gap Is the Policy Choice

Australia’s failure to collect sovereign resource revenue is not an accident of geology or economics. It is a sustained, documented policy choice.

Most LNG production in Australia is royalty-free and until 2023–24 all Australian LNG projects had paid zero PRRT. [Ref: Santos]

PRRT revenues have been continually revised down ~ in the December 2025 mid-year budget update, receipts were revised down by $0.5 billion in 2025–26 and by $2.5 billion over four years to 2027–28. [Ref: The Australia Institute]

Norway’s Government Pension Fund Global, valued at approximately $3.08 Trillion, invests revenues from petroleum taxation and state equity participation into globally diversified financial assets ~ in 2025 it reported a profit of approximately $350 billion, representing a 15.1% return on investment. Norway built a $3 trillion fund from its gas. Australia cut disability services.

This is a policy choice, not an economic inevitability.

The Human Cost Is Specific and Documented

« 160,000 people will lose access to the scheme if we utilise the government’s numbers. That’s a frightening amount,» People With Disability Australia president Jeremy Hope said. [Ref: Encyclopedia.com]

Disability advocates warn that the cuts could increase social isolation, with some participants relying on these supports as their only interaction with the outside world. Representatives from the disability community highlighted that even simple activities like going to a café or grocery shopping contribute significantly to independence and mental well-being ~ losing such support could push more people into isolation and place additional strain on families already under pressure. The 2026-27 budget provides;

1. No increase to the Disability Support Pension,

2. Mo disability-specific energy relief,

3. No accessible housing investment, and

4. No meaningful new independent advocacy funding.

The Alternative Is Fully Costed

The NDIS currently costs approximately $50 billion per year.
The proposed cuts target $37.8 billion in savings over the forward estimates.
The question is not whether Australia can afford the NDIS.
The question is whether Australia chooses to fund it from sovereign resource revenue rather than from the lives of disabled citizens.

Independent MP Allegra Spender and others have proposed a 25% export levy on LNG revenues as a mechanism to increase the public’s share of resource rents ~ the federal government explicitly rejected this proposal for the current budget cycle.

A 25% levy on $64 billion in annual LNG exports would generate approximately $16 billion per year.
Over four years ~ the timeframe of the NDIS savings target ~ that is $64 billion.
More than enough to fund the NDIS in full, without removing a single participant.

The government chose not to pursue it.

The Moral Architecture

How Australia Chose Gas Profits for Foreign Corporations Over Disabled Citizens!

Australia tells its disabled citizens there is no money.
It tells this to people who cannot work, cannot advocate for themselves in most cases, cannot lobby, cannot threaten electoral consequences with the same force as a multinational corporation.
It tells them the nation is broke.

Meanwhile, the nation sits on the world’s largest LNG export industry, collects less in resource rent than Japan collects in import duties on the gas it buys from us, and has explicitly rejected proposals to tax those exports at rates other sovereign nations consider standard.

The «disabled» who need the most protection are the first ones sent to the knackery.

The pigs are still at the trough, telling all and sundry ~ «nothing can be done!»

What the Osprey Is Doing Here

The Osprey does not take political sides in the conventional sense.
These are not left or right issues.
The PRRT was designed under a Labor government and extended by Coalition governments.
The pipeline sales were approved by governments of both colours.

The NDIS was built by Labor and reformed ~ cut ~ by Labor.

The capture of Australian sovereign resources has been bipartisan in its architecture and bipartisan in its neglect.

What this newsletter does is place numbers next to each other that the powerful would prefer kept separate.

There is a question Australians almost never ask, despite the answer affecting the price we pay for gas, the security of our energy supply, and the sovereignty of the ground beneath our feet.

Who owns the pipes?

Not who owns the gas fields — that story, as readers of this newsletter know, is grim enough. But who owns the infrastructure through which Australian gas travels from wellhead to household? Who controls the arteries of the east coast energy market? Who collects the tolls every time Australian gas moves through Australian land to reach an Australian stove?

The answer involves a Chinese state-owned enterprise, a Hong Kong billionaire’s conglomerate, American index funds, and a series of regulatory decisions made quietly enough that most Australians have no idea they happened.

The pipeline network was built by Australians, for Australians, on Australian sovereign land. It is now, in large measure, owned by foreign interests — some of them among the most powerful state and private actors on the planet.

« The animals built the roads. They just forgot to keep the title deeds.»

The Original Commandment

Original Commandment:

« Infrastructure built to serve the Australian people shall remain in Australian hands.»

Australia’s east coast gas pipeline network was built over decades through public investment, regulatory frameworks, and the patient work of state-owned utilities;

1. The Gas and Fuel Corporation of Victoria,

2. The Australian Gas Light Company [AGL] established in 1837,

3. The South Australian Gas Company, est. 1861,

4. The Brisbane Gas Company, est,

5. The Moomba to Sydney Pipeline, connecting the Cooper Basin to the eastern seaboard.

These were public assets. They were built with public money, under public mandate, to serve a public need.
The commandment was simple: essential infrastructure serves the people.

Then came privatisation.
Then came the foreign buyers.
Then came the rewriting of the Rules and Commandments!

The Privatisation Decade (1990s–2000s)

Commandment — first amendment:

« Infrastructure built to serve the Australian people shall remain in Australian hands.»
« Infrastructure built to serve the Australian people shall remain in Australian hands, unless a private buyer can demonstrate efficiency gains, at which point the public interest shall be served by competitive market forces.»

The privatisation wave that swept through Australian state governments in the 1990s and early 2000s did not announce itself as a surrender of sovereignty. It announced itself as a modernisation ~ a clearing out of inefficient government-owned utilities, a liberation of capital, a commitment to markets.

State governments, often carrying large debt burdens and facing pressure from the same Washington Consensus ideology that was reshaping developing nations globally, sold off gas networks, electricity distributors, and pipeline infrastructure one by one.

Victorian gas networks. NSW gas distribution. South Australian assets. Queensland pipelines. All floated, sold, or leased — typically to infrastructure funds seeking long-duration, regulated returns: the most reliable toll roads in the energy system.

At the time, most buyers were Australian or at least Western. The first-generation buyers often included Australian superannuation funds, listed infrastructure vehicles, and international infrastructure managers with no particular strategic interest in the assets beyond their yield.

This seemed manageable. The commandment had been amended, but the new owners were at least legible.

That would not last.

The Li Ka-Shing Acquisition [2014–2018]

Commandment — second amendment:

“Infrastructure shall remain in Australian hands.”
« Infrastructure shall remain in responsible hands, as determined by the Foreign Investment Review Board, which shall apply a case-by-case assessment with no overarching framework for what constitutes critical sovereign assets.»

Hong Kong billionaire Li Ka-shing ~ through his infrastructure vehicle CK Infrastructure Holdings, a publicly listed conglomerate on the Hong Kong Stock Exchange ~ had been watching Australia’s privatisation wave with considerable interest.

CKI’s strategy was methodical. Patient. Entirely consistent with the Orwellian principle: don’t take everything at once. Take pieces.
Let each approval make the next one harder to refuse.

In 2014, CKI acquired Envestra ~ now Australian Gas Networks ~the distribution network delivering gas to over 1.4 million homes and businesses across South Australia, Victoria, Queensland, New South Wales, and the Northern Territory. FIRB approved it.

In 2017, CKI acquired the entire DUET Group ~ combining the Dampier Bunbury Pipeline, Australian Gas Networks, and Multinet into the Australian Gas Infrastructure Group ~ the entity now controlling around 34,000 kilometres of gas distribution network and over 3,500 kilometres of transmission pipelines across the country. FIRB approved it.

CKI’s Australian portfolio now included, among other assets, Powercor, CitiPower, United Energy ~ some of Victoria’s largest electricity distributors ~ alongside the gas distribution networks already acquired.

Then, in 2018, emboldened by repeated approvals and leading a consortium including CK Asset Holdings and Power Assets Holdings, CKI made its largest move: a A$13 billion bid for APA Group ~ Australia’s largest gas pipeline operator, owner of 15,000 kilometres of transmission pipelines representing 56% of the national gas transmission network, including 74% of NSW and Victorian pipelines.

Had it succeeded, a single Hong Kong conglomerate ~ ultimately controlled by one of Asia’s wealthiest families ~ would have owned the dominant share of Australia’s entire east coast gas pipeline grid.

The Foreign Investment Review Board split. The Treasurer blocked it.
Australia breathed again.

But look carefully at what was already in place before that bid was even lodged.
CKI had already acquired AGIG. If the APA bid had succeeded, Li Ka-shing’s vehicle would have controlled virtually the entire pipeline network — transmission and distribution — through which Australians access their own gas.

The blocking of the APA bid is cited as the system working.
It is better understood as the system catching the last domino before it fell — after letting every other domino tip.

Every one of these pipelines ~ map above ~ is Privately Owned!

The Chinese State Pipeline [2014]

Commandment — third amendment:

« Infrastructure shall remain in responsible hands.»
« Infrastructure shall remain in responsible hands, including those of foreign state-owned enterprises whose governments maintain separate policies on sovereignty, national security, and the sanctity of private property.»

While CKI was assembling its Australian gas empire, a second and more strategically significant transaction was proceeding quietly.

Jemena ~ the company that owns the Eastern Gas Pipeline connecting Victoria’s Gippsland Basin to Sydney, the Queensland Gas Pipeline, the VicHub interconnect, and the 25,000-kilometre NSW gas distribution network serving 1.5 million customers ~ was partially sold to the State Grid Corporation of China.

Not a Chinese private company. Not a Chinese investment fund.
The State Grid Corporation of China: the world’s largest electric utility, a wholly state-owned enterprise of the People’s Republic of China, with ties to Chinese defence, intelligence, and strategic infrastructure planning.

In 2014, Singapore Power sold a 60% stake in Jemena to State Grid for A$5.05 billion. Singapore Power retained 40%. The entity was renamed SGSP [Australia] Assets Pty Ltd, operating under the Jemena brand. State Grid appointed directors and senior management into the Australian entity.

Jemena now controls:

• The Eastern Gas Pipeline ~ 797 kilometres from Victoria’s Gippsland fields to Sydney; the primary artery for gas supply to NSW and the ACT

• The Queensland Gas Pipeline ~ 627 kilometres delivering gas from the Surat and Cooper Basins to Gladstone and Rockhampton markets

• The Jemena Gas Network — 25,000 kilometres of distribution pipeline delivering gas to 1.5 million NSW homes and businesses

• The VicHub — the interconnect enabling gas flows between the Eastern and Tasmanian Gas Pipelines and the Victorian transmission network

Every cubic metre of gas that travels from Victoria to Sydney moves through a pipeline 60% owned by the Chinese state.

Every home in NSW that receives piped gas receives it through a network 60% owned by the Chinese state.

This is not a conspiracy theory. It is a corporate structure, registered with ASIC, confirmed in annual reports, reported in the Australian Strategic Policy Institute, and documented by the Australian Energy Regulator.
It is simply a fact that most Australians have never been told.

It appears, as one analyst drily noted at the time, that major efforts were made to reduce political sensitivities to Chinese ownership of essential infrastructure by initially taking only partial shares.
The political sensitivity was managed. The acquisition was not.

The Blocked Bid That Changed Nothing (2018)

Commandment — fourth amendment:

« Infrastructure shall remain in responsible hands.»
« Infrastructure shall remain in responsible hands, provided no single foreign company group acquires sole ownership and control of the most significant gas transmission business, because that would be too much.
Significant foreign ownership distributed across multiple companies and asset classes is perfectly acceptable.»

When Treasurer Josh Frydenberg blocked CKI’s A$13 billion bid for APA Group in November 2018, his stated reason was precise: he objected to a single foreign company group having sole ownership and control of Australia’s most significant gas transmission business.

Not foreign ownership. Not the national security implications of Hong Kong’s political trajectory. Not the principle that critical energy infrastructure should be sovereign.
The concentration. The aggregation. The singleness of it.

This was, in its way, an admission of everything. The government was not defending the principle that Australian gas pipelines should be in Australian hands.
It was defending the principle that no single foreign entity should own too large a share of them. The distribution of foreign ownership across multiple foreign entities ~ Chinese state, Hong Kong conglomerate, American institutional funds ~ was apparently the acceptable version of the same outcome.

By the time of the blocked bid, the ownership picture was already this:

• CKI owned AGIG ~ 34,000km of gas distribution, multiple states

• State Grid owned 60% of Jemena ~ the Eastern Gas Pipeline, QGP, NSW distribution

• State Grid held major stakes in Victorian and South Australian electricity networks

• APA remained nominally Australian-listed, majority held by global institutional funds

Blocking the final piece did not restore sovereignty.
It preserved the existing level of foreign dominance and prevented it from becoming total.

The animals were told this was a victory.

The Toll Road Nobody Voted For

The commandment as it stands today:
