This story is told through the lens of George Orwell's Animal Farm, because no other frame captures the mechanism quite as precisely.
The animals did not lose their farm in a battle.
They lost it through a series of small, incremental, bureaucratically impeccable decisions, each of which seemed reasonable in isolation, each of which was explained to them by Squealer the Pig, in the language of progress and partnership and mutual benefit ~
…….until one day they looked up and the pigs were sleeping in the farmhouse and the commandments had been rewritten and nobody could quite remember what they had originally said.

Australia is one of the top LNG exporters on earth.
Based on current estimates, Australia exports approximately 79 million tonnes of LNG annually, worth around A$64 billion in export value ~ yet the government collects more money from beer excise and student HECS debt repayments than it does from all gas exports combined.

At the same time, the government is removing 160,000 Australians from the NDIS, reducing average support plans from $31,000 to $26,000, and targeting spending rises of only 2% per year ~ well below inflation.

The proposition is simple: the people being cut from the NDIS are being cut to balance a budget that would not need balancing if Australia taxed its sovereign resources at the rate of any comparable nation.

The Fraud Framing Is False

The government’s justification for NDIS cuts rests on two claims: the scheme costs too much, and fraud is rampant.

The government has framed the bill largely around fraud and restoring the scheme’s social licence ~ but that framing does not hold up against the government’s own figures. The projected savings come overwhelmingly from cutting supports for existing participants and tightening access ~ not from fraud measures. [Ref: gulfnews]

The $37.8 billion in projected NDIS savings is the single largest component of the government’s entire $63.8 billion savings package. [Ref: Swottemplate]

This is not a fraud crackdown.
It is a budget repair exercise carried out on the backs of the most vulnerable Australians — while the industry producing $64 billion in annual exports pays less in resource rent than Australia collects from beer.

Consider: If the ALP govt states that Fraud is the True Reason for decimating the NDIS funding ~ Mobilize the Auditor General! Why has this NOT happened?

Why Resource Sovereignty Matters

You are standing on one of the richest pieces of ground on earth.

Beneath the soil of Australia’s Cooper Basin lies enough natural gas to heat cities. Beneath the continental shelf off the coast of Western Australia lie LNG reserves that nations have gone to war over.
Beneath the coastal ranges of Queensland, beneath the Gippsland plains of Victoria, beneath the seabed of the Timor Sea, lie resources that the world is willing to pay extraordinary sums to access.

You own this.
Not metaphorically.
Not aspirationally.
As a citizen of Australia, you own these resources by sovereign right ~ enshrined in law, affirmed by every government since Federation, acknowledged even by the companies that extract them.

And yet.

The gas extracted from your sovereign territory leaves on ships bound for Japan and China and South Korea, generating revenues of approximately A$64 billion per year, while the federal government collects A$1.42 billion in the tax designed to capture your share of that wealth.

The pipelines that carry your gas from your fields to your homes are owned, in large measure, by a Chinese state-owned enterprise and a Hong Kong billionaire’s infrastructure conglomerate.

One of your most celebrated national institutions ~ the National Disability Insurance Scheme, which provides reasonable and necessary support to Australians who cannot live independently without it ~ is being cut.
160,000 people will lose access by 2030.
The government says it cannot afford it.

These facts belong in the same conversation. That is what this series is for.

The Revenue Gap Is the Policy Choice

Australia’s failure to collect sovereign resource revenue is not an accident of geology or economics. It is a sustained, documented policy choice.

Most LNG production in Australia is royalty-free and until 2023–24 all Australian LNG projects had paid zero PRRT. [Ref: Santos]

PRRT revenues have been continually revised down ~ in the December 2025 mid-year budget update, receipts were revised down by $0.5 billion in 2025–26 and by $2.5 billion over four years to 2027–28. [Ref: The Australia Institute]

Norway’s Government Pension Fund Global, valued at approximately $3.08 Trillion, invests revenues from petroleum taxation and state equity participation into globally diversified financial assets ~ in 2025 it reported a profit of approximately $350 billion, representing a 15.1% return on investment. Norway built a $3 trillion fund from its gas. Australia cut disability services.

This is a policy choice, not an economic inevitability.

The Human Cost Is Specific and Documented

« 160,000 people will lose access to the scheme if we utilise the government’s numbers. That’s a frightening amount,» People With Disability Australia president Jeremy Hope said. [Ref: Encyclopedia.com]

Disability advocates warn that the cuts could increase social isolation, with some participants relying on these supports as their only interaction with the outside world. Representatives from the disability community highlighted that even simple activities like going to a café or grocery shopping contribute significantly to independence and mental well-being ~ losing such support could push more people into isolation and place additional strain on families already under pressure. The 2026-27 budget provides;

1. No increase to the Disability Support Pension,

2. Mo disability-specific energy relief,

3. No accessible housing investment, and

4. No meaningful new independent advocacy funding.

The Alternative Is Fully Costed

The NDIS currently costs approximately $50 billion per year.
The proposed cuts target $37.8 billion in savings over the forward estimates.
The question is not whether Australia can afford the NDIS.
The question is whether Australia chooses to fund it from sovereign resource revenue rather than from the lives of disabled citizens.

Independent MP Allegra Spender and others have proposed a 25% export levy on LNG revenues as a mechanism to increase the public’s share of resource rents ~ the federal government explicitly rejected this proposal for the current budget cycle.

A 25% levy on $64 billion in annual LNG exports would generate approximately $16 billion per year.
Over four years ~ the timeframe of the NDIS savings target ~ that is $64 billion.
More than enough to fund the NDIS in full, without removing a single participant.

The government chose not to pursue it.

The Moral Architecture

How Australia Chose Gas Profits for Foreign Corporations Over Disabled Citizens!

Australia tells its disabled citizens there is no money.
It tells this to people who cannot work, cannot advocate for themselves in most cases, cannot lobby, cannot threaten electoral consequences with the same force as a multinational corporation.
It tells them the nation is broke.

Meanwhile, the nation sits on the world’s largest LNG export industry, collects less in resource rent than Japan collects in import duties on the gas it buys from us, and has explicitly rejected proposals to tax those exports at rates other sovereign nations consider standard.

The «disabled» who need the most protection are the first ones sent to the knackery.

The pigs are still at the trough, telling all and sundry ~ «nothing can be done!»

What the Osprey Is Doing Here

The Osprey does not take political sides in the conventional sense.
These are not left or right issues.
The PRRT was designed under a Labor government and extended by Coalition governments.
The pipeline sales were approved by governments of both colours.

The NDIS was built by Labor and reformed ~ cut ~ by Labor.

The capture of Australian sovereign resources has been bipartisan in its architecture and bipartisan in its neglect.

Who owns the pipes?

Not who owns the gas fields — that story, as readers of this newsletter know, is grim enough. But who owns the infrastructure through which Australian gas travels from wellhead to household? Who controls the arteries of the east coast energy market? Who collects the tolls every time Australian gas moves through Australian land to reach an Australian stove?

The answer involves a Chinese state-owned enterprise, a Hong Kong billionaire’s conglomerate, American index funds, and a series of regulatory decisions made quietly enough that most Australians have no idea they happened.

The pipeline network was built by Australians, for Australians, on Australian sovereign land. It is now, in large measure, owned by foreign interests — some of them among the most powerful state and private actors on the planet.

The Original Commandment

Original Commandment:

« Infrastructure built to serve the Australian people shall remain in Australian hands.»

Australia’s east coast gas pipeline network was built over decades through public investment, regulatory frameworks, and the patient work of state-owned utilities;

1. The Gas and Fuel Corporation of Victoria,

2. The Australian Gas Light Company [AGL] established in 1837,

3. The South Australian Gas Company, est. 1861,

4. The Brisbane Gas Company, est,

5. The Moomba to Sydney Pipeline, connecting the Cooper Basin to the eastern seaboard.

These were public assets. They were built with public money, under public mandate, to serve a public need.
The commandment was simple: essential infrastructure serves the people.

Then came privatisation.
Then came the foreign buyers.
Then came the rewriting of the Rules and Commandments!

The Privatisation Decade (1990s–2000s)

Commandment — first amendment:

« Infrastructure built to serve the Australian people shall remain in Australian hands.»
« Infrastructure built to serve the Australian people shall remain in Australian hands, unless a private buyer can demonstrate efficiency gains, at which point the public interest shall be served by competitive market forces.»

The privatisation wave that swept through Australian state governments in the 1990s and early 2000s did not announce itself as a surrender of sovereignty. It announced itself as a modernisation ~ a clearing out of inefficient government-owned utilities, a liberation of capital, a commitment to markets.

State governments, often carrying large debt burdens and facing pressure from the same Washington Consensus ideology that was reshaping developing nations globally, sold off gas networks, electricity distributors, and pipeline infrastructure one by one.

Victorian gas networks. NSW gas distribution. South Australian assets. Queensland pipelines. All floated, sold, or leased — typically to infrastructure funds seeking long-duration, regulated returns: the most reliable toll roads in the energy system.

At the time, most buyers were Australian or at least Western. The first-generation buyers often included Australian superannuation funds, listed infrastructure vehicles, and international infrastructure managers with no particular strategic interest in the assets beyond their yield.

This seemed manageable. The commandment had been amended, but the new owners were at least legible.

That would not last.

The Li Ka-Shing Acquisition [2014–2018]

Commandment — second amendment:

“Infrastructure shall remain in Australian hands.”
« Infrastructure shall remain in responsible hands, as determined by the Foreign Investment Review Board, which shall apply a case-by-case assessment with no overarching framework for what constitutes critical sovereign assets.»

Hong Kong billionaire Li Ka-shing ~ through his infrastructure vehicle CK Infrastructure Holdings, a publicly listed conglomerate on the Hong Kong Stock Exchange ~ had been watching Australia’s privatisation wave with considerable interest.

CKI’s strategy was methodical. Patient. Entirely consistent with the Orwellian principle: don’t take everything at once. Take pieces.
Let each approval make the next one harder to refuse.

In 2014, CKI acquired Envestra ~ now Australian Gas Networks ~the distribution network delivering gas to over 1.4 million homes and businesses across South Australia, Victoria, Queensland, New South Wales, and the Northern Territory. FIRB approved it.

In 2017, CKI acquired the entire DUET Group ~ combining the Dampier Bunbury Pipeline, Australian Gas Networks, and Multinet into the Australian Gas Infrastructure Group ~ the entity now controlling around 34,000 kilometres of gas distribution network and over 3,500 kilometres of transmission pipelines across the country. FIRB approved it.

CKI’s Australian portfolio now included, among other assets, Powercor, CitiPower, United Energy ~ some of Victoria’s largest electricity distributors ~ alongside the gas distribution networks already acquired.

Then, in 2018, emboldened by repeated approvals and leading a consortium including CK Asset Holdings and Power Assets Holdings, CKI made its largest move: a A$13 billion bid for APA Group ~ Australia’s largest gas pipeline operator, owner of 15,000 kilometres of transmission pipelines representing 56% of the national gas transmission network, including 74% of NSW and Victorian pipelines.

Had it succeeded, a single Hong Kong conglomerate ~ ultimately controlled by one of Asia’s wealthiest families ~ would have owned the dominant share of Australia’s entire east coast gas pipeline grid.

The Foreign Investment Review Board split. The Treasurer blocked it.
Australia breathed again.

But look carefully at what was already in place before that bid was even lodged.
CKI had already acquired AGIG. If the APA bid had succeeded, Li Ka-shing’s vehicle would have controlled virtually the entire pipeline network — transmission and distribution — through which Australians access their own gas.

The blocking of the APA bid is cited as the system working.
It is better understood as the system catching the last domino before it fell — after letting every other domino tip.

Every one of these pipelines ~ map above ~ is Privately Owned!

The Chinese State Pipeline [2014]

Commandment — third amendment:

« Infrastructure shall remain in responsible hands.»
« Infrastructure shall remain in responsible hands, including those of foreign state-owned enterprises whose governments maintain separate policies on sovereignty, national security, and the sanctity of private property.»

While CKI was assembling its Australian gas empire, a second and more strategically significant transaction was proceeding quietly.

Jemena ~ the company that owns the Eastern Gas Pipeline connecting Victoria’s Gippsland Basin to Sydney, the Queensland Gas Pipeline, the VicHub interconnect, and the 25,000-kilometre NSW gas distribution network serving 1.5 million customers ~ was partially sold to the State Grid Corporation of China.

Not a Chinese private company. Not a Chinese investment fund.
The State Grid Corporation of China: the world’s largest electric utility, a wholly state-owned enterprise of the People’s Republic of China, with ties to Chinese defence, intelligence, and strategic infrastructure planning.

In 2014, Singapore Power sold a 60% stake in Jemena to State Grid for A$5.05 billion. Singapore Power retained 40%. The entity was renamed SGSP [Australia] Assets Pty Ltd, operating under the Jemena brand. State Grid appointed directors and senior management into the Australian entity.

Jemena now controls:

• The Eastern Gas Pipeline ~ 797 kilometres from Victoria’s Gippsland fields to Sydney; the primary artery for gas supply to NSW and the ACT

• The Queensland Gas Pipeline ~ 627 kilometres delivering gas from the Surat and Cooper Basins to Gladstone and Rockhampton markets

• The Jemena Gas Network — 25,000 kilometres of distribution pipeline delivering gas to 1.5 million NSW homes and businesses

• The VicHub — the interconnect enabling gas flows between the Eastern and Tasmanian Gas Pipelines and the Victorian transmission network

Every cubic metre of gas that travels from Victoria to Sydney moves through a pipeline 60% owned by the Chinese state.

Every home in NSW that receives piped gas receives it through a network 60% owned by the Chinese state.

This is not a conspiracy theory. It is a corporate structure, registered with ASIC, confirmed in annual reports, reported in the Australian Strategic Policy Institute, and documented by the Australian Energy Regulator.
It is simply a fact that most Australians have never been told.

It appears, as one analyst drily noted at the time, that major efforts were made to reduce political sensitivities to Chinese ownership of essential infrastructure by initially taking only partial shares.
The political sensitivity was managed. The acquisition was not.

The Blocked Bid That Changed Nothing (2018)

Commandment — fourth amendment:

« Infrastructure shall remain in responsible hands.»
« Infrastructure shall remain in responsible hands, provided no single foreign company group acquires sole ownership and control of the most significant gas transmission business, because that would be too much.
Significant foreign ownership distributed across multiple companies and asset classes is perfectly acceptable.»

When Treasurer Josh Frydenberg blocked CKI’s A$13 billion bid for APA Group in November 2018, his stated reason was precise: he objected to a single foreign company group having sole ownership and control of Australia’s most significant gas transmission business.

Not foreign ownership. Not the national security implications of Hong Kong’s political trajectory. Not the principle that critical energy infrastructure should be sovereign.
The concentration. The aggregation. The singleness of it.

This was, in its way, an admission of everything. The government was not defending the principle that Australian gas pipelines should be in Australian hands.
It was defending the principle that no single foreign entity should own too large a share of them. The distribution of foreign ownership across multiple foreign entities ~ Chinese state, Hong Kong conglomerate, American institutional funds ~ was apparently the acceptable version of the same outcome.

By the time of the blocked bid, the ownership picture was already this:

• CKI owned AGIG ~ 34,000km of gas distribution, multiple states

• State Grid owned 60% of Jemena ~ the Eastern Gas Pipeline, QGP, NSW distribution

• State Grid held major stakes in Victorian and South Australian electricity networks

• APA remained nominally Australian-listed, majority held by global institutional funds

Blocking the final piece did not restore sovereignty.
It preserved the existing level of foreign dominance and prevented it from becoming total.

The animals were told this was a victory.

The Toll Road Nobody Voted For

The commandment as it stands today:

« Infrastructure built to serve the Australian people shall remain in responsible foreign hands, distributed across an acceptable diversity of foreign owners, none of whom shall hold too dominant a position, as assessed case by case, without a published framework, by a Treasurer whose primary concern is not to discourage foreign investment.»

Here is what this ownership structure means in practice, every day, for every Australian who uses gas.

APA Group ~ the largest transmission system owner ~ generates its revenue from pipeline tariffs: regulated fees charged to gas producers and retailers for moving gas through its network.
The money leaves ~ to overseas owners.

Jemena charges distribution tariffs for moving gas through its NSW network. The regulated return flows to SGSP (Australia) Assets Pty Ltd, 60% of which is remitted to State Grid Corporation of China.
The money leaves ~ to a foreign state.

AGIG charges distribution tariffs across Victoria, South Australia, Queensland, and elsewhere. The regulated return flows ultimately to CK Infrastructure Holdings in Hong Kong.
The money leaves ~ to a foreign billionaire’s conglomerate.

Australia’s gas was extracted from Australian sovereign resources, with minimal royalty to the Australian public.
It arrived at Australian homes at prices that made Australia one of the most expensive gas markets in the developed world ~ in a country sitting on some of the largest gas reserves on earth.

« The animals grow the food.
Foreign interests own the roads it travels.
…..and the animals pay for the privilege of eating it.»

What Reclaiming the Pipes Looks Like

What the commandment should say:

« Critical energy infrastructure ~ the pipelines, networks, and interconnects through which Australians access their own sovereign resources ~ shall be owned by Australians, managed for Australian consumers, and subject to transparent public accountability.»

This is not a radical proposition. It is what Norway does with its gas infrastructure.
It is what most European nations did before the energy crisis of 2022 reminded them why sovereign control of energy matters.
It is what Australia did before the privatisation wave, when the Gas and Fuel Corporation of Victoria and the NSW gas distribution system served Australians without sending regulated returns to Hong Kong or Beijing.

The View From the Farmhouse Window

Step back and look at the full picture.

Australia sits on some of the world’s largest gas reserves. Its east coast gas fields — Cooper Basin, Gippsland Basin, Surat Basin — supply a market of 26 million people and export LNG to Asia at prices that have made shareholders extraordinary returns.

The gas itself is extracted by companies that paid zero corporate tax for a decade on $47 billion in sales — and are majority-owned by foreign institutional investors.

The pipelines that carry that gas are owned by the Chinese state, a Hong Kong conglomerate, and American index funds.

The farm was built by Australians. The harvest belongs to Australians in name.
The roads, the barns, the trucks, and the market stalls belong to foreign interests — acquired quietly, approved incrementally, explained away by Squealer at every stage as investment, efficiency, and partnership.

« And the animals, who built it all, pay full price at the meter.»

In George Orwell’s Animal Farm, the revolution doesn’t fail in a single dramatic moment. There is no battle, no coup, no midnight massacre.
It fails quietly ~ one commandment amended here, one privilege extended there ~ until the animals who built the farm find themselves staring at the farmhouse window, noses pressed to the glass, watching the pigs dine with the men they once drove out.

Australia’s Santos is that farm.

Not a hypothetical. Not a metaphor stretched thin.
A specific, documented, seventy-year story of how a company born from Australian soil, Australian capital, and Australian ambition was hollowed out ~ share by share, clause by clause, tax exemption by tax exemption ~ while being told at every stage that this was progress, this was investment, this was the future.

The animals built the windmill. They’re still waiting for the lights to come on.

The Farm Is Founded ~ 1954

Original Commandment:

« All Australian resources shall benefit the Australian people.»

Santos began the way all good Australian stories begin — with a couple of mates and an idea.

In 1954, school friends Robert Francis ‘Bob’ Bristowe and John Langdon Bonython registered South Australia Northern Territory Oil Search.
The acronym said everything: SANTOS. This was not a multinational venture.
It was not a foreign capital play. It was two Australians who believed there was oil beneath their own country, and who set out to find it.

They were right.

By the late 1960s, Santos was producing natural gas from the Cooper Basin — one of Australia’s most significant onshore energy fields.
The animals had built something real. The harvest was coming in.
The commandments were still painted cleanly on the barn wall.

It was a good commandment. It lasted, in any meaningful sense, about two decades.

The First Pig at the Trough ~ 1960’s

Commandment — first amendment:

« All Australian resources shall benefit the Australian people.»
« All Australian resources shall benefit the Australian people, subject to the participation rights of foreign capital partners.»

The erosion began modestly, as it always does.

French Petroleum Company — a subsidiary of France’s Total — invested around AUD $800,000 in Santos, taking a significant early shareholding. It was framed as what it superficially was: capital for exploration. More investment, more drilling, more discovery. Who could object?

But that first foreign foot in the door established something more important than cash. It established the principle: that Santos’s ownership was available to those with sufficient capital, regardless of nationality.
The farm had accepted its first outside investor.
The commandment had its first asterisk.

Total wouldn’t be the last.

The Institutional Creep ~~ 1990’s ~ 2010’s

Commandment — second amendment:

« All Australian resources shall benefit the Australian people, subject to the participation rights of foreign capital partners.»
« All Australian resources shall benefit the Australian people, subject to the portfolio allocation decisions of global institutional investors, whose ownership shall not require disclosure, intent, or accountability.»

No single foreign investor needed to stage a hostile takeover. Globalisation had invented something far more elegant.

As Santos listed on international indices and its market capitalisation grew, it became a component of the funds that institutional investors ~ American pension funds, European asset managers, global index trackers ~ buy automatically, passively, without intention or drama.

Today, Santos’s register reads like a directory of the world’s largest financial institutions. Vanguard ~ through its Total International Stock Index Fund and Developed Markets Index Fund ~ is among the largest shareholders.
It is joined by iShares (BlackRock), DFA Investment Trust, Fidelity International, State Street Global Advisors, and others.

These are not villains in the traditional sense. They do not sit in boardrooms stroking cats. They are algorithms, index weights, passive accumulation vehicles.
But collectively, they represent the quiet transfer of Australian energy ownership to foreign institutional capital ~ and with that ownership comes the expectation of returns, which shapes the behaviour of management as surely as any direct instruction.

The animals didn’t see the farm change hands because it happened in fractions of a percent, over decades, in the back pages of financial disclosures nobody read.

Squealer would have called it diversified global capital participation.

The Zero Tax Decade ~~ 2013 ~ 2024

Commandment — third amendment:

« All Australian resources shall benefit the Australian people.»
« All Australian resources shall benefit the Australian people, after the deduction of exploration costs, development costs, uplift factors, LNG project exemptions, and any other provisions determined by the industry in consultation with the industry.»

Here is where the story stops being merely concerning and becomes genuinely scandalous.

Over the decade from 2013–14 to 2023–24, Santos recorded approximately $47 billion in sales.

Over that same decade, Santos paid $3.1 Million dollars in corporate income tax.

Confirmed by the Australian Tax Office’s own Corporate Tax Transparency data.

How? Through the architecture of the Petroleum Resource Rent Tax ~ a system so riddled with exemptions and deductions that it functions less as a sovereign revenue mechanism and more as a corporate tax holiday dressed in bureaucratic language.

The PRRT is a profits-based tax.
On paper, this sounds fair: companies pay more when they earn more.

That is absurd. And what I really find um well sad but perplexing over the last
25 years we have celebrated the destruction of refineries.
We’ve celebrated knocking over these these assets that control our own destiny and our sovereignty.

We we wore it as a badge of honor in this country and I just think that is horrendously stupid and that’s the reason why we embarked on this process before is we do believe in sovereign capability and we do believe in us being proud to be able to refine and drill and manufacture our own state.

We want that. We want that for Queenslanders. I want Queensland kids to have a job in regional Queensland where we grew up. I don’t want them to have to leave.
And uh I keep saying never again never again are we going to be in an opportunity where we are so stupid that we hand over our national sovereignty and our national interest and we did that in this case.»

And with roughly 200 million Shia Muslims spread across the world, Iran has spent decades building influence across every country where those populations live.

You see, in Lebanon, Iran has Hezbollah on Israel’s northern border.

How Tiny Singapore Beat the Last Iran Oil Crisis

The story about how Singapore, a small City-State, grew to become a global powerhouse with no resources and no large agricultural holdings, is amazing.

Even more astonishing is how Lee ]LKY] successfully navigated Singapore through two global Oil Shocks in 1973 and then again in 1979 cementing LKYs leadership strategy in global affairs.

Unlike Norway with their successful Oil & Gas « experiences » in securing resource ownership, Singapore took the the next best option.
They invested heavily in the Oil & Gas business by up-scaling Industry & Skills by constructing 4 large state-or-the-art refineries at the Global Crossroads in Singapore.

1973 ~ OPEC and the First Oil Shock

Stocks in the S&P 500 and the Dow Jones lost almost 50% of their value during that first oil crisis. And because inflation stayed so high, many investors saw their portfolio stay flat for almost two decades. Additionally, food prices jumped 14.5% in America alone, while Singapore’s domestic food inflation peaked at a staggering 60% in late 1973.
As LKY states: « Our biggest problem has been the sharp increase in prices of food and essentials. We cannot look for soft options like subsidizing food, absorbing the rise in oil prices and keeping down electricity charges. We do not have oil wells, nor do we grow rice, corn or soy beans. The feed stuff for our pigs and chickens is imported at world market prices.»

Singapore was in shock. You see, just before the first oil crisis, Singapore was experiencing rapid economic growth since its independence in 1965.
Unemployment had fallen from around 9% to 4.5% as multinational corporations flooded the island.
At the same time, Singapore had become one of the world’s major oil refining centers with four refineries built in just over a decade, processing over a million barrels a day. But when the oil embargo hit, Lee faced a choice that would define the nation’s future. The math was simple. Singapore’s refineries held enough oil to power the island for two full years. He could have seized it all, played the populist, and shielded his people from the global chaos.

Instead, LKY did the opposite, stating;
« Within days of the oil crisis in October 1973, I decided to give a clear signal to the oil companies that we did not claim any special privilege over the stocks of oil they held in their Singapore refineries.
If we blocked export from those stocks, we would have enough oil for our own consumption for 2 years, but we would have shown ourselves to be completely undependable.»

By putting global reliability above immediate relief, he proved Singapore was the most dependable partner in the world trade system.

1975 ~ Lee Kuan Yew Visits Japan ~ Another Resource Poor Nation

As the global energy map shifted, Lee began studying how other resource poor nations were surviving the shock and his eyes turned to Japan.

As LKY states: « What we must do is really achieve our maximum, which means using the talent that we’ve got to maximum advantage, which is what the Japanese have done. No natural resources. 100 million Japanese, 900 million Chinese.
I don’t know. I don’t believe the Japanese are that much cleverer than the Chinese, but look at the productivity. And the knowledge, know-how, organization, technical skills, the technology, the capital that they have, the trading knowledge, the links they have with the rest of the world.»

LKY traveled to Tokyo to see their approach firsthand, stating;
« I found that all offices in public buildings, including their top hotels, had reduced power use. That summer, the temperature in my air conditioned hotel room could not be brought below a minimum of 25°C. The Chambermaid’s assiduously switched off all lights and air conditioners every time we left our rooms.»

You see, Japan had been pushed to the brink, importing 80% of its energy.
The 1973 Oil Shock caused its GDP to shrink for the first time since the war. Factories shuttered and citizens fought in the streets over basic goods like toilet paper. But the government’s response was a masterclass in mobilization.
As Lee observed, the construction industry took conservation measures to prevent heat loss through external walls and windows. Manufacturers improved the efficiency of domestic appliances like air conditioners and were required to display the power efficiency of each.
The government gave tax incentives for installing energy-saving equipment. No wonder Japan achieved the lowest electricity consumed per unit of industrial production.

As a result, the methods Japan developed during this crisis allowed them to capture the American car market. As US consumers abandoned their V8 guzzlers for fuel-efficient Hondas and Toyotas, the global power balance shifted. By 1980, Japan had done the unthinkable. It surpassed the United States to become the largest automobile manufacturer on Earth. Even today, with the straight of Hormuz closed and oil markets in chaos, Japan’s discipline and preparedness remains its ultimate buffer.
